The Program Specialist II works under the direct supervision of the Director of Community Relations. The work assigned to this position includes planning of programs for volunteers, screening, placing of volunteers in appropriate volunteer positions: assisting in the orientation and training of volunteers, soliciting donations of goods and services. Work includes recruiting and training new volunteers, keeping a database of volunteer information and skills, processing and tracking donations to the Volunteer Services Council, creating monthly and annual volunteer activity reports, matching volunteers to opportunities that suit their skills, keeping volunteers informed, and conveying the organization's purpose to the public. This person assists the Community Relations Director in anyway needed or requested to ensure department follows HHSC rules and meets standards of certification by Joint Commission. Essential Job Functions:
Attends work on a regular basis and may be required to work a specific shift schedule or, at times, even a rotating schedule, extended shift and/or overtime in accordance with agency leave policy and performs other duties as assigned.

1. Assists in developing volunteer recruitment and retention plans based on federal grant requirements; recruits volunteers in accordance with the recruitment plan; fully screens and processes volunteer applicants; interviews, selects, and assigns under the supervision of the State Director of hospital Community Relations.
2. Conducts a community relations program through radio, television, print media, and personal speaking engagements.
3. Creates and provides educational and training materials and programs that establish the etiquette for volunteers and patients.
4. Identifying, assessing, and complementing patients’ needs with volunteers’ skillsets.
5. Oversees required records, files, and the program database regarding volunteer schedules, and evaluates volunteers’ performance and effectiveness.
6. Processes staff requests for donated items, funds, and services.
7. Assists in maintaining forms to record voluntary contributions.
8. Assists in maintaining an instruction manual for volunteer workers.
9. Compiles and produces an annual Volunteer Services Report for the System Operations Committee.
10. May assist with fundraising efforts.
11. May provide guidance to others.

Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. Knowledge Skills Abilities:
1. Knowledge of community organizations and administration.
2. Skill in dealing with the general public, in establishing and maintaining effective working relationships with the public and community organizations, and in the use of a computer and applicable software.
3. Ability to plan, organize, and promote volunteer programs; to provide in-service training; to identify resources conducive to volunteer programs; to communicate effectively; and to provide guidance to others.
4. Knowledge pertaining to volunteer tracking databases.
5. Skill in working collaboratively and cooperatively with diverse groups.
