This position is located in the Training Division of the Office of Financial Management (OFM), Veteran Benefits Administration (VBA). The incumbent serves as an analyst performing a wide variety of financial administration, analytical, and training duties to ensure the propriety and integrity of VBA financial systems, policies, procedures, operations, and processes.

Duties

Specific duties include: Provides knowledge of business requirements needed to interpret and analyze the operations of any of the benefits delivery systems used by Veteran Benefits Administration (VBA) as required by the supervisor through the utilization of available resources. Monitors, compiles, interprets, and analyzes statistics, financial data, and business requirements information as required by the supervisor through the utilization of available resources. Designs or conducts analytical studies, cost-benefit analyses or other research as required by the supervisor through the utilization of available resources. Acquires, applies, and maintains a working knowledge of relevant laws, regulations, policies, standards, and procedures through the utilization of available resources. Reviews proposed financial policy and procedure changes as required by the supervisor and recommends concurrence/non-concurrence as appropriate within the purview of the Training Division. Explains and provides guidance on laws, regulations, policies, standards and procedures to management, personnel and clients. Provides professional financial expertise in financial operations as it relates to Veteran Affairs (VA) financial systems to varying levels of VA personnel. Coordinates and resolves problems, issues, and deficiencies that cross organizational lines as required by the supervisor by utilizing available resources. Evaluates, monitors, and ensures compliance with fiscal policy, laws, regulations, standards, and procedures. Coordinates the development, updating, and distribution of directives, handbooks, and procedure guides. Create and deploy training for Department directives affecting Support Services Division and Office of Financial Management finance activities. Ensures that finance training is correct and consistent with Department directives by utilizing available resources. Conducts evaluations, examinations, or other fact-finding studies to obtain or verify information as required by the supervisor through utilization of available resources. Conducts teaching, training, research, making presentations, lecturing, testing, and other instructional methods as required by the supervisor by utilizing instructional best practices and resources. Provides knowledge of laws, regulations, policies, and procedures applicable to subordinate leaders on matters of station and higher echelon policy and procedures through research, interpretation, and application of VA resources. Initiates and maintains effective communication (oral and written) with persons both at all organizational levels and with officials of other departments and agencies on policy, technical and administrative matters. Prepares training manuals and materials in collaboration with the Training Team; provides consistency in the delivery of content across the organization and uses approved Standard Operating Procedures (SOPs) to modify and update training as needed; manages approved training materials on SharePoint for agency employees. Provides knowledge of the concepts, principles, and theories of instructional methods such as teaching, training, research, making presentations, lecturing, and testing in support of division goals by utilizing instructional best practices and resources. Provides knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources in support of division goals by utilizing project management best practices and resources. Performs other related duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS-13. .
