Duties

As a Biologist (Environmental Contaminants) your duties will include but are not limited to the following:

Serves as the Region's authority and principal source for technical, financial, and administrative guidance in developing and implementing Regional Natural Resource Damage Assessment and Restoration activities related to the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and Oil Pollution Act (OPA) where unpermitted release(s) of hazardous substances or discharges of oil are or may potentially affect fish and wildlife resources. Develops guidance to interpret and implement new and revised national policies and procedures regarding field office implementation of NRDAR program activities. Develops Regional strategies, standards, policies and guidance that implement the goals and objectives of the NRDAR program. Represents the Region, FWS during NRDAR program meetings and conference calls. Provides oversight for the completion of NRDAR funding proposals and case-specific damage assessment documents, including settlement positions, restoration plans, MOUs/MOAs, and fund disbursements. Coordinates with Regional Budget staff, Washington Office Branch of Environmental Restoration and Recovery, and the DOI NRDAR Fund Manager regarding Regional settlement funds deposited into the Departmental NRDAR Fund and funds disbursed from the NRDAR Fund for damage assessment and restoration activities within the Region. Maintains a current database of NRDAR activities for each site within the Region where Natural Resource Damage Assessments have taken place and/or settlement/Covenant Not To Sue positions have been developed. Develops case-specific damage assessment and restoration planning documents, as necessary based on Regional priorities. Works with other DOI Bureaus and Offices including the National Park Service, Bureau of Indian Affairs, Solicitors Office, Office of Environmental Policy and Compliance, other Federal agencies, including the Departments of Justice, Commerce through the National Oceanic and Atmospheric Administration, Homeland Security through the U.S. Coast Guard, and the Environmental Protection Agency, and designated State trustee agencies in planning and directing natural resource damage assessment and restoration when injuries occur that affect the Service's trust resources. Likely to include working with publics bearing adverse opinions and attitudes.

Only experience and education obtained by 08/30/2024 will be considered.

In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification.

Basic Requirement: A full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. NOTE: To be found qualified under this option, you must submit transcripts (official or unofficial) to verify your education. OR A combination of education and experience that consisted of courses equivalent to a major (24 semester hours) in fields such as those shown in response A above, plus appropriate experience or additional education. The quality of the combination of education and experience is sufficient to demonstrate that I possess the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study leading to a bachelor's degree with a major in the appropriate field. NOTE: To qualify under this option you must submit transcripts to verify your education and include proof of your experience in the text of your resume. Minimum Qualification: Possess at least 1 year of specialized experience equivalent to the GS-12 grade level or higher in the federal service. Examples of qualifying specialized experience include: (1) Engagement in management of a natural resource program with limited resources and competing needs; (2) serving as a technical expert and/or Case Manager for actions related to NRDAR cases; (3) experience applying national policies and procedures regarding field office implementation of NRDAR program activities; (4) responsibility for developing case-specific damage assessment and restoration documents, including settlement positions, restoration plans, MOUs/MOAs, and fund disbursements; (5) responsibility for implementing habitat restoration projects and other restoration projects to replace lost resources and services; and (6) demonstrated experience in building and maintaining effective partnerships with internal and external partners. NOTE: To qualify under this option, your resume must contain sufficient detail to prove that you have one year experience equivalent to the GS-12 level performing these duties.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
