Job Description

Position Description:

In preparation for the November 5, 2024 General Election, the Department is seeking applications for seasonal positions of ballot box maintenance and ballot retriever driver.

The ideal candidate will have the ability to operate a cargo van Dodge Grand Caravan) and lift up to 50 lbs.; follow directions, relating both to work and to worksite rules; stay focused while working accurately and consistently; and have diligent attention to safety and security. This position involves continuous use of hands and arms and sitting for prolonged periods while safely operating a vehicle.

Candidates must be able to work independently and as part of a team; drive together with their team member in the same vehicle; collaborate with San Francisco Deputy Sheriffs who will provide ballot security; and perform regular maintenance on ballot drop boxes, including cleaning and repair.

Staff will start their day at San Francisco’s City Hall, where they will receive specific instructions and supplies for each day. Retrieval of ballots from each ballot box is conducted in teams of two, accompanied by a Deputy Sheriff. Each team will be assigned a route daily, listing the addresses of ballot box locations. Ballot retrievers are issued and must wear official badges and vests to be easily identified as election officials, and will be provided with city vehicles and phones for navigation and communication. Teams of two will pick up ballots from the boxes, following designated order and custody transfer protocols established by the Department. At each visit, they will visually inspect the ballot drop box and surrounding area for signs of tampering or vandalism, take pictures, report instances to the Department of Elections supervisor, note them on the Ballot Chain of Custody form, and maintain the drop box as advised by the Department supervisor.

Position Schedule and Hours:

The start date for this position will be October 30, 2024, and this job will run until November 6, 2024. The persons in these positions may also be assigned to assist with post-election tasks which may for two to three weeks after Election Day.

Training and Assignment Schedule:

Training/Assignments: A mandatory in-person training session, approximately 4 hours in duration, is tentatively scheduled for October 30, 2024. This session will cover vehicle department policy, ballot retriever driver duties, and rapid response protocols. Election Day Assignment: Election Day is an approximately 20-hour commitment, starting at 7:30 AM and continuing until the end of Election Day activities. Potential Post-Election Tasks: Ballot processing assignments on November 7, 2024 - November 27, 2024.

Work hours will vary widely in accordance with the demands of the election cycle and will range between 20 and 60 hours per week. The person in this position must be available to work overtime both during the week and on weekends as necessary. Overtime hours are paid at the hourly rate.

This is a temporary exempt as-needed position. Temporary exempt as-needed employees who have worked more than 1040 hours in any consecutive 12-month period, and whose normal work week at the time of inclusion in the system is not less than 20 hours are eligible for health coverage and retirement benefits. Position Salary: to hourly

$57,356 to $69,680 annually

Qualifications

Minimum Qualifications

Experience :
Six (6) months of clerical experience including preparing and maintaining a variety of records and/or documents, filing, use of office equipment, public contact and processing of incoming and outgoing mail.

Substitution:

Any one of the following may substitute for the required experience:

Completion of 15 semester units (or equivalent quarter units) of coursework from an accredited college or university; OR

Completion of a clerical training program (240 hours); OR

Completion of an approved City and County of San Francisco Clerical Administrative training program.
