Position Summary:
The position (K0212614) Plans, organizes and directs the statewide activities of the Bureau of Air in order to make work assignments, set performance standards, conduct personnel evaluations, set staff priorities, support career development, stimulate productivity, and provide a creative work environment. Responsibilities include providing both administrative and technical direction and guidance for the bureau. This bureau implements the state's air permitting, air monitoring, compliance, and enforcement programs.
Establishes general guidelines and procedures for the administrative, technical operations, and activities of the Bureau of Air. Develops state policy for all programs within the bureau and presents such policies before legislative committees and other public forums as required. Explains and interprets various federal and state laws, regulations, and standards in order to enforce and clarify those relating to the administrative and technical operations of bureau programs. Proposes and develops rules and regulations, and amendments thereto, in order to carry out assigned activities and functions.
Job Responsibilities may include but are not limited to the following: Identifies and resolves complex or unusual problems related to management of air permitting, air monitoring, compliance, and enforcement. Advise Director and Secretary regarding national legislative and program developments which may impact Kansas. Represents the Bureau of Air, Division of Environment, or the department at public meetings in order to provide administrative, technical, and policy information through formal and informal presentations to executive or legislative groups, local governments, other state agencies, and special interest groups. Represents the air program in emergency response planning activities including Wolf Creek and similar drills.
Qualifications
Education : High School, GED Licensing & Certification: Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State. Minimum Qualifications: Four years of experience in planning, organizing and directing the work of a department, program or agency. Preferred Qualifications: Bachelor’s degree in Engineering, Geology, Biology Chemistry or Environmental Science Word, Excel, PowerPoint, Access Proofreading, editing, attention to detail Management experience with diverse professional and support staff Experience with legislative activities, testimony, and analysis of state and federal proposals Excellent leadership and conflict resolution skills Knowledge of state and federal laws and regulations regarding air pollution control
