The Kansas Department of Health and Environment has an Assistant Auditor opening in Topeka. This position will be with our Bureau of Waste Management and is hybrid. As the Assistant Auditor, you will be responsible for assisting with the review of financial documents submitted by solid waste facilities, collecting disposal data and tonnage fees from solid waste facilities, and conducting audits of facilities that pay tonnage fees. The successful candidate will possess excellent analytical and problem-solving skills, have a strong attention to detail, and be able to communicate effectively with facility owners and staff. Job Responsibilities may include but are not limited to the following:

Perform or assist the bureau Auditor with the following for solid waste facilities: Conduct reviews of documents required to be filed with permit applications for new facilities, or annually by existing permittees, to determine compliance with applicable state laws and regulations regarding financial assurance for the costs of closure, post-closure and corrective actions and for third-party liability insurance coverage. Communicate with permittees and providers of financial assurance instruments regarding the format and general suitability of the documents and with regard to financial assurance compliance issues. Assist the Auditor in maintaining the physical and electronic files of financial assurance documents, (including original financial assurance documents and instruments), financial assurance correspondence and financial assurance issues for every permitted facility. Assist the Auditor with maintaining data files and lists of historical financial assurance filings for the purpose of statistical analyses and establishing financial assurance due dates. Communicate with permittees regarding due dates. Update files of financial instrument providers for the purpose of determining concentrations of risk to the department in case of provider default. Assist with determining the suitability of providers to supply financial assurance instruments to the department. Communicate with providers, other state agencies, and the EPA concerning the continued suitability of providers. Work with solid waste permit managers to ensure that financial assurance documents are adequate to cover the cost of approved closure cost estimates. Serve as back-up for background investigations for solid waste facilities. Serve as back-up for financial assurance reviews and background investigations for hazardous waste facilities.

Administer the Kansas solid waste tonnage reporting and fee payment program. Distribute monthly, quarterly, and annual report reminders and/or forms to the appropriate solid waste facilities. Verify and enter tonnage and fee payment data. Follow up with facilities that have not submitted reports or payments. Track deposits and assist Auditor in reconciling payments and resolving discrepancies. Prepare and maintain various statistical, financial, and special reports, including monthly reports for the Bureau Director of fees deposited. Interpret solid waste statutes, regulations, and policies to determine if facilities are in compliance with reporting and payment requirements. Draft correspondence, including letters of warning, to facilities that are not in compliance. Assist in drafting and reviewing technical guidance documents concerning tonnage reporting and fee payments.

Qualifications

Education : High School, GED Licensing & Certification: Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State. Minimum Qualifications: One year of experience in professional accounting/auditing work. Education may be substituted for experience as determined relevant by the agency. Preferred Qualifications: Bachelor’s degree in accounting or business administration. Three years of experience in professional accounting/auditing work. Aptitude for financial analysis and assessment of legal financial instruments. Ability to understand legal terms associated with financial instruments. Data entry/retrieval from a database system. Proofreading, editing, attention to detail. Outlook, MS Office 365 for Government, Perceptive Content. Word, Excel, PowerPoint, Access.
