Water/Wastewater Superintendent

POSITION SUMMARY:

Plans, organizes, directs, and coordinates the City's Water/Wastewater Department; Provides professional assistance to city management staff in areas of expertise; Has frequent contact with other governmental entities, daily contact with other city officers, and the general public that requires the exercise of tact and diplomacy.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
• Plans, organizes, coordinates, and directs all public works functions associated with water and wastewater; develops and directs the implementation of goals, objectives, policies, procedures, and work standards in alignment with the City's mission, vision and values.
• Participates in the interview/hiring process, mentors and motivates employees, evaluates and recommends termination and promotion of personnel.
• Monitors department budget proposals for consideration by Director of Public Works. Assists in developing budgets for the Water/Wastewater divisions of Public Works Department and ensures that expenditures are in line with current approved budget.
• Participates in continuing education to maintain proficiency in public works practices.
• Investigates complaints received from the public regarding the condition of facilities associated with the Public Works Department.
• Assists the Director of Public Works in monitoring all personnel training in the department to maintain required proficiency to perform assigned duties.
• Conducts formal/informal briefing of department activities with other city staff entities.
• Reviews and creates monthly, periodic and special reports on activities.
• Performs other duties and functions incident to the office or necessary for the successful operation of the city and/or as directed by the Director of Public Works.
• Monitors the construction progress and initiates required inspections for the construction and maintenance of water and wastewater facilities and ensures compliance with current city codes and ordinances.
• Familiarization with City of Schertz Code of Ordinances, subdivision codes, Water and Wastewater standard and specification codes, TCEQ rules and regulations, A.W.W.A. standards, permit processes.
• Promotes training and safety amongst personnel.
• Performs other job-related duties as required.

EDUCATION AND EXPERIENCE REQUIREMENTS:
• High School Diploma or GED equivalent. A Bachelor's degree is highly preferred.
• A minimum five years (5) experience in water, sewer, and storm water operations. A minimum of three (3) years management and/ or supervision experience in Public Works environment.

CERTIFICATIONS AND LICENSES REQUIRED:
• Must have a valid Texas Driver's License.
• Must obtain Class B Water Operator License and Class III Wastewater Collection Operator License within twelve (12) months of hire/appointment to the position.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
• Requires extensive knowledge in construction practices and materials used in composition, engineering and configuration of Public Works water and wastewater infrastructure.
• Knowledge of material, equipment, and practice used in the construction and maintenance of related facilities; ability to interpret plans and blueprints, compute material quantities and cost, equipment requirements, and labor requirements.
• Must have excellent communication skills in both verbal and written form.
• Working knowledge of Microsoft Suite.
