Program Specialist VI

Performs complex management or oversight of activities for the daily operation of the Maternal and Child Health (MCHS) Section under the general direction of the Section Director. Works with considerable latitude using both initiative and independent judgment to facilitate the integration and streamlining of guidelines, processes and activities within the Section. Works with the Operations Director to set priorities and provide direction to the Section’s programs on activities to carry out the mission of both the Section and the Community Health Improvement Division. Develops guidelines, policies and procedures for the Section and monitors compliance with policies and procedures. Coordinates with Division on legislative analysis, tracking and activities update. Reviews and revises, as required, the Section’s legislative input. Prepares documents, papers and briefings for the Section Director and the Associate Commissioner for Community Health Improvement. Coordinates special projects for the Section Director; emphasis is on those projects and activities that lead to a proactive, flexible, customer-focused organization. ? Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
(40%) Represents and acts on behalf of the Section Director to provide guidance to Units within the Section on policy, planning and administrative operations of the Department. Facilitates and coordinates the flow of program and administrative assignments and composes/edits final responses. Works closely with Section and Unit administrative staff to coordinate operational assignments. Maintains continuous communication and coordination with Unit Managers and Section level staff through the distribution of memoranda and by conducting meetings as needed. Establishes short-term, mid-term and long-term goals and objectives, policies, procedures and standards for the Section. Works closely with Unit Managers and administrative personnel to assure strategic and operational plans and reports are submitted timely and accurately. Makes data and information available to decision makers in order to assist them with policy decisions and resource allocations. Oversees the compliance/response to external audits and investigations (State Auditors, Governmental Accounting Office, Health Resources & Services Administration, etc.). Oversees memoranda, correspondence, productivity reports and studies (compliance/response to House/Senate Bills, Riders, etc.) within the Section in consultation with the Division and the Government Affairs Unit. Represents the Medical Director on executive and senior-level workgroups and committees such as Sunset, legislative and interagency workgroups. Utilizes computer for word processing, spreadsheet and mainframe applications.
(30%) Facilitates alignment and coordination of Section functions toward strategic goals and objectives, develops priorities and standards for achieving goals and directs evaluation activities. Facilitates appropriate Section involvement with inter- and intra-agency activities related to health policy priorities and the implementation of health service systems for programs within MCH Section. Identifies opportunities for the Section to further strategic goals and makes recommendations to improve the overall relationship between Section/DSHS and legislative leadership.
(25%) Coordinates MCH Section activities related to legislative and appropriations issues. Coordinates with the Division on legislative analysis, tracking and activities for the Section. Works with units to develop bill analysis and cost estimates, revise legislation, and to monitor compliance with legislative mandates. Communicates with department staff, stakeholders, legislators, advocates and others on legislation affecting the Section. Participates directly in activities related to appropriations issues, rulemaking associated with key legislation, interim studies or project work teams, and outreach activities designed to improve the overall relationship between Section/DSHS and legislative leadership.
(5%) Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.
Knowledge Skills Abilities:
Knowledge of local, state and federal laws relating to health care systems, maternal and child health, and persons with disabilities

Skill in bill analysis and tracking, in monitoring and coordinating response to legislative and other inquiries
