Job Description:
Inspector VI

This position performs highly advanced inspections of Substance Abuse Treatment Facilities throughout the State of Texas. The inspections include reviewing substance abuse treatment policies and procedures, physical plant environments, personnel files, client records, and training material to determine compliance with the Texas Health and Safety Code, Texas Administrative Code, and Commission policies and procedures. This position is responsible for working closely with the Facility Licensing Unit when licensing new substance abuse treatment facilities, and provides licensing recommendations, prior to facility licensure. The position oversees and provides technical assistance to existing licensed facilities and new substance abuse treatment facility applicants. This technical assistance includes, but is not limited to, interpreting Texas Administrative Code licensing rules, the Health and Safety Code, and providing Commission procedural guidance to ensure facilities remain in compliance. The position makes recommendations on noted violations discovered during the inspection process, and completes follow-up inspections to ensure facilities maintain compliance. The position prepares complex inspection reports for facilities not in compliance with local and state rules and laws, and will oversee preparation of cases referred to the Enforcement Review Committee. This position may assist in training substance abuse inspectors and investigators. Performs other duties as assigned and works under minimal supervision with extensive latitude for the use of initiative and independent judgment.
Essential Job Functions:
EJF1 Performs highly advanced inspections of Substance Abuse Treatment Facilities throughout the State of Texas. Inspections include reviewing substance abuse treatment policies and procedures, facility physical plant environments, personnel files, client records, and training materials to determine compliance with the Texas Health and Safety Code, Texas Administrative Code, and Commission policies and procedures. Oversees and evaluates treatment program effectiveness to ensure quality substance abuse treatment service delivery to clients receiving services within state licensed facilities. Oversees and provides technical assistance to all substance abuse treatment facility applicants, regarding the interpretation of state rules and laws to ensure facilities possess knowledge of compliance expectations. (40%)

EJF 2: Completes inspection reports and drafts letters to each facility after completion of inspections. Requests and oversees the processing of Plans of Correction completed by the facilities and provides additional technical assistance until all deficiencies have been corrected. Enters all inspection related dated into VERSA computer database, following as you go documentation. Maintains an inspection file to include all inspection matrixes used, evidence gathered, final report and facility correspondence. (30%)

EJF3: Oversees and directs the examination of applicable local permits and certificates such as the Certificate of Occupancy, Fire Safety Permit, and lease/ownership paperwork, upon receipt from the Facility Licensing Unit. Provides licensing recommendations after conducting an evaluation of all of inspection related documentation and conducting an inspection of the treatment site (20%)

EJF 4: Prepares inspection evidence and presents at Enforcement Review Committee meetings, and Administrative Hearings, as necessary. Assists other regulatory and enforcement staff as needed. Attends and participates in education workshops, conferences, and trainings as appropriate and available. (10%) Knowledge Skills Abilities:
Knowledge of substance abuse treatment and/or narcotic treatment modalities, or previous experience working in or with state regulated facilities, or experience conducting inspections or investigations.
