The position is based intheFWP Region 5office in Billings.Theincumbent will spend considerable time traveling in thefield, interacting with landowners, supervising staff, setting upproperties, and addressing conflicts.They may independentlyworkinalltypesofweatherduring alltimesofyearincluding ruralareas without cell coverage.Incumbent must beable to move heavy objects, utilize toolssuchas post pounders, drills, fence stretchers, hammers, etc.This isafull-time position with typicallyworkweekslasting Monday through Friday butmayrequiresomeweekend workdays, particularly duringhuntingseasons.Therewillbe occasional trips that require overnight stays as part of FWP meetings or landowner meetings.

JobDuties:

TheRegional AccessManager implements statewideaccessprogramsincluding thoseinhunting,fishing,and recreation intheirrespective regions and helps develop rules, guidelines, and directions fortheprograms and their components.Managers areresponsible fordelivering public access programs following established statutes, rules, policies, and guidelines and inaccordance withapproved budgets.They organize, implement, anddeliverprogramcomponents withotheragencystaffincludingsecuringcontracts, establishingandsetting upenrolled properties, and providing landowner anduserservices.Thisinvolveshiring andsupervisingstaff toassist with these tasks, managing project budgets, coordinating withotherstaff, and completing annual reports.Access Managers work with federal andstate agencies, private landowners, and program users for inclusion of land into access programs.

We are looking for aperson that is aself-starter and able toorganize and direct the operation of the various Access Programs withminimum supervision, and therefore must have knowledge and understanding ofthe following:accountingandbudgetanalysisandpreparation; program administration,department organization, planning and scheduling of work needs; principles ofcommunication and public information dissemination; andcomputerexperience indatabase,spreadsheetandwordprocessingprograms,specifically GISprograms, Microsoft's Word,Publisher andExcel programs;familiarity withtheOracledatabase program isbeneficial. Theincumbent must becompetent indeveloping, reading,and interpreting variousprogram mapsand rules; and identifying signage needs and/or access problems and creating solutions.

The person mustpossess strong written and verbal communication and interpersonal relation skills, beableto plan,coordinate teamwork with accessstaff and other non-access staffacross theagency, posses avery strong attentionto detail, and communicate concisely and effectively.Ademonstrated ability todevelopandfoster a positive working atmosphere withpeersandthepublic arerequiredfor:negotiating contracts and maintaining effective working relationships with landowners; explaining department policies and regulations withagency personnel, corporate interests, landowners, and thepublic; designing publications and writingreports; organizing andfacilitating meetings; facilitating large groups ofpeople; and responding topublic inquiries.

The person should have a basic knowledge and understanding of Montana's hunting, fishing, and recreation heritage, traditions, practices,andregulations; wildlifemanagement principles, wildlife andnatural resources; and afamiliarity withagricultural practices inMontana. It isdesirable theperson understandexisting access programsadministered byFishWildlifeandParks.Familiarity withenforcement issuesandprocedures isalso beneficial.The employee routinely respondstoinquiries regarding wildlife populations and distribution, and variousregulations.Continuous trainingand buildingofexperience isrequired toperform suchawide variety of atypical tasks and assignments.

Musthaveavalid driver'slicenseand beskillful inthesafeandproper operation ofvarious vehicles largeand small, equipped with automatic orstandard transmissions.Prefe1Ted experience inthesafetowing ofheavy equipment and/ortravel trailers and riding ATVs/OHVs.Must beabletoeffectively communicate with game wardens, fishand wildlife biologists, andotherlawenforcement personnel.Experience withpublic speaking, developing educational materials, and participating on boards or working groups ispreferred.

 Minimum Qualifications (Education/Experience):

Theknowledge, skills,andabilitiesofthispositionarenormally attained throughcombinationsofeducation and experience equivalent of a bachelor's degree in wildlife biology, natural resources, orrecreation management, or related field and at least two years ofrelevant experience in public access, wildlife management, recreation management, natural resources orother closely related field with progressive supervisory responsibility.Othercombinations ofeducationandexperiencewillbeconsideredona case-by­ case basis.
