Job Description:
The Department of Family and Protective Services (DFPS) Chief Data Analytics Officer reports to the Assistant Deputy Commissioner and performs highly advanced (senior-level) managerial work providing direction and guidance in strategic operations and planning. Work involves establishing the strategic plan and goals and objectives; developing policies, procedures, and guidelines; establishing priorities, standards, and measurement tools for determining progress in meeting goals; coordinating and evaluating program activities and/or business functions; and reviewing and approving budgets within departments or divisions. Supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Essential Job Functions:
Directs program activities and/or business functions within a department(s) or division(s).

•Directs, manages, and implements the long-term vision and day-to-day activities for the Office of Data and Systems Improvement (ODSI) by establishing strategic direction, goals, and objectives to ensure effective coordination, communication, and consistency throughout the agency around data reporting and how data is used to understand and improve performance and outcomes.

Oversees and/or prepares a division(s) or department(s) budget and reviews and approves major expenditures; and ensures that requirements of funding sources are met.

•Oversees and manages the planning, implementation, coordination, and evaluation of ODSI’s budget and major expenditures to improve performance and outcomes by managing resources, needs and priorities.
•Collaborates with the Office of Finance to ensure the requirement of funding sources are met for the division and approves division budget expenditures.

Oversees the collection, organization, analysis, and preparation of reports and studies, including management, productivity, and financial reports.

•Oversees the development, preparation, analysis and dissemination of workforce, financial and productivity reports, and data to communicate results and recommendations for changes to improve performance and effectiveness within the division and across agency program areas.
•Manages the development and implementation of studies, assessments, projects, and other tools to analyze and evaluate statewide systems and initiatives to determine agency program strengths, effectiveness, and areas for improvement.
•Oversees collaboration with agency programs for reporting and data to develop data reporting strategies and support agency program analyses.

Develops and/or oversees the implementation of long-range and short-term plans.

•Develops and oversees the implementation of reporting and data related long-range and short-range plans for the agency to track, analyze and understand performance to support agency leadership in improving outcomes.
•Works with DFPS executive leadership to identify data and systems improvement initiatives and develop strategic plans and specific activities to accomplish goals and objectives.

Develops and implements techniques for evaluating program activities and/or business functions; and identifies need for changes.

•Works collaboratively with DFPS executive leadership, program areas, and stakeholders to define data elements and reporting standards to identify statewide program strengths and areas for improvements.
•Identifies emerging methods and technologies related to data/information management and analysis to develops risk mitigation strategies, and strategic improvement solutions for DFPS and evaluates the progress to ensure DFPS craft consistent performance, quality, and outcome measures.
•Provides subject matter expertise, performance metrics and data regarding division operations to the Assistant Deputy Commissioner of Operations and agency executive leadership and develops strategies for effective management and improvement of division operations.

Develops, establishes, and implements goals and objectives consistent with the agency’s strategic plan; and develops standards for achieving those goals.

•Develops, establishes, and implements division goals and objectives consistent with the agency’s mission and strategic plan by proactively tracking, analyzing, and understanding performance to support agency leadership, agency operations and community relations.
•Provides leadership, strategic direction, and planning for the division, and coordinates with agency leadership and program area management to implement program policies and procedures around data reporting and how data is used to understand and improve performance, outcomes and achieve goals.

Develops policies, procedures, and guidelines, and monitors compliance.

•Develops, defines, and manages the implementation of division policies, procedures, guidelines, best practices, quality assurance methods, and initiatives for the appropriate protection of agency information assets through a defined life cycle, and for master data and metadata management policies and standards for the agency.
•Develops and maintains data quality and integrity, including the deployment of data quality monitoring systems and processes focused on crafting consistent performance, quality, and outcome measures to aid in decision making and improving outcomes to ensure effective coordination, communication, and consistency around data reporting.

Represents the agency at business meetings, hearings, trials, legislative sessions, conferences,
and seminars or on boards, panels, and committees.

•Represents the division at meetings, advisory groups, hearings, seminars, conferences, workgroups, task forces, committees, and trials, as needed, to ensure reporting and data coordination and consistency for the agency improve performance and outcomes.
•Plans, organizes, and facilitates internal and external meetings, multidisciplinary teams, and workgroups for strengthening division operations, and fosters collaboration with internal and external stakeholders.

Reviews results of special investigations, internal audits, research studies, forecasts, and modeling exercises to provide direction and guidance.

•Evaluates results of special investigations, internal audits, research studies, forecasts, and program evaluations that impact the division to provide overall direction and guidance on division operations to promote efficient and effective delivery of data-driven analysis and evaluation services.
•Informs DFPS executive leadership of progress of addressing issues and concerns with the data-driven performance, quality, and outcome measures to improve performance and outcomes.
•Provides direction, guidance, consultation, and technical assistance to DFPS executive leadership and program areas in the planning, analysis, tracking, and analysis to better understand performance to support agency leadership in improving outcomes.

Responds to legislative inquiries and requests for information, and participates in developing
legislative appropriation requests.

•Collaborates with DFPS Government Relations in responding to legislative inquiries related to ODSI, and requests from legislators and external stakeholders, on agency related legislation.
•Develops biennial budget and Legislative Appropriations Requests (LAR) data, and coordinates budget priorities in collaboration with executive leadership.

Participates in activities related to the legislative process including providing legislative testimony and oversees the implementation of legislative changes.

•Oversees the review and evaluation of the impact of proposed federal and state legislation on division policies and procedures relating to state office and agency program operations related to data analysis and reporting.
•Provides testimony at legislative hearings and legislative meetings on agency performance in monitoring, oversight, and quality improvement practices and actionable reports, at the direction of the Assistant Deputy Commissioner of Operations.
•Collaborates with DFPS executive leadership and Government Relations staff to manage the implementation of legislative changes related to performance and data reporting for the agency to improve performance and outcomes.

Plans, develops, and approves schedules, priorities, and standards for achieving goals; and directs evaluation activities.

•Oversees the design, integration, and staging of data warehouses and data marts, special projects, initiatives, and assignments to direct the quality assurance and performance development functions to assess efficiencies, productivity measures and standards, and to meet organizational needs and agency program requirement.
•Defines data elements and reporting standards to ensures that changes in business practices within operational units maintain data system integration and reporting standards.
•Directs, plans, develops, and approves division activities and priorities, and implements standards for achieving data and systems improvement statewide to meet the agency's expectations for productivity, quality, and goal accomplishment.

May participate in or oversee strategic communication efforts.

•Serves as the subject matter expert and point of contact of ODSI to agency executives on key strategic initiatives related to data and systems improvements.
•Directs stakeholder outreach initiatives and activities, research functions, and the development of various materials regarding division operations.

Supervises the work of others.

•Oversees the day-to-day supervision of staff including hiring, time and leave, work assignments, projects, and evaluation.
•Establishes and implements plans for staff development and team building within the division.
•Provides leadership to employees using a performance management strategy and development process to provide an overall context and framework to encourage employee contribution, and includes goal setting, feedback, and performance development planning.
