This posting will be used to fill one (1) permanent, full-time position. The position is classified and is represented by a union.

Work Location: Salem/Marion or Portland/Multnomah; hybrid position

What you will do

The purpose of this position is to design and deliver training and learning forums to facilitate and promote workforce development, workforce equity, and employee engagement strategies for the Behavioral Health Division managers and staff. The individual in this position will design, facilitate, and evaluate training and curricula for quality, fidelity and effectiveness, and demonstrate knowledge and application of Adult Learning Theory that is neurodiverse responsive and trauma-informed. This will include developing and conducting a needs assessment at the individual program and organizational level, the development and maintenance of process guides, resource manuals and procedures, and qualitative and quantitative data dashboards.

This position will design and create cohort learning opportunities that are peer-oriented (staff with staff, manager with manager) as well as team oriented (manager and staff).

Specifically, this position will focus on enhancing and aligning to organizational development, effectiveness and culture strategies. This position will create training and learning forums that enable staff to gather in community in ways that humanize interactions, honor wholeness, and foster trust. Specific intentionality will be placed on building critical consciousness pathways that enable staff to gain/share understanding of inequities and structural racism, as well as the visible and invisible ways we can positively contribute to recognizing, reconciling, and rectifying historical and contemporary injustices through our individual and collective voice. To achieve this, this position will create resources to increase staff competency in using tools and frameworks developed and promoted by OHA’s Equity & Inclusion Division.

The individual in this position will work closely with and be cross trained to support the Workforce Development and Engagement Specialist focused on programmatic and practice integration to develop a cohesive approach to support overall professional development and organizational culture needs. This position will occasionally coordinate special projects and provide training resources to other teams within the Oregon Health Authority.

Minimum Qualifications

Five years of work experience designing, planning, and implementing adult education courses, or applying web-based technologies in a blended learning environment;

OR

Five years of work experience designing, planning, and implementing organizational development strategies.
