Job Description:

The Office of the Director provides leadership, policy direction, and general oversight to all parts of the Department. This position supports the mission of the Business Oregon to invest in Oregon businesses, communities, and people to promote a globally competitive, diverse, and inclusive economy.

the state’s economic development agency, is currently hiring a permanent Diversity, Equity, and Inclusion (DEI) and Community Engagement Manager. This position will have a leadership role in the diversity, equity, and inclusion for the agency, these include manage strategic planning, policy development and financial planning to meet the goals specific to Diversity, Equity, and Inclusion (DEI) and community engagement.

Note: We value our employees and want to encourage work-life balance and flexibility. This position may have the ability to work hybrid with required days in the Portland or Salem office.

What we are looking for:

Minimum Qualifications:
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and five years professional-level evaluative, analytical, and planning work.


OR;


Any combination of experience and education equivalent to eight years of experience that typically supports the knowledge and skills for the classification.

The ideal candidate will possess a combination of some or all of the following skills:
  • Experience working in topics of equity such as workforce development, diversity and inclusion, small and minority business utilization, inclusive economic development, labor issues, or other aligned topic.

  • Leadership experience in social equity arena and an in-depth understanding of the needs of underserved business segments in the state, including micro enterprise.

  • Community Building. Demonstrated leadership, collaboration, and relationship skills to work with businesses, communities, agency staff, economic development partners, local governments, elected officials, constituent/interest groups, and other State agencies to promote agency mission.

  • Building Trust. Experience building trust with communities that have been historically left out of decision-making processes impacting their community.

  • Demonstrated knowledge and skills in program development, including scope, engagement, desired outcomes, evaluative metrics, resource requirements (budgetary or otherwise), and reporting.

  • Communications skills – Have excellent written and oral communications skills and the ability to maneuver difficult and sensitive conversations with individuals and groups.

  • Computer skills – Have proficiency with Microsoft Office Suite (Word, Excel, Outlook, Power Point) is required. Basic knowledge of online survey tools is preferred.

  • Facilitation – Must be able to facilitate meetings and work groups and be able to foster healthy dialogue while also driving toward decision-making. Must be adept at public speaking in organized, facilitated events and in town-hall settings.

  • Flexible, Self-Starter, and Team Oriented – Ability to manage high levels of ambiguity and create clarity; manage multiple tasks and deadlines; ability to work independently and be self-motivated; learn and absorb complex information quickly; work well as part of a cross-functional team and be supportive colleagues; occasionally work on nights or weekends and adjust to changing work flow demands.

What you will do:
  • Develop and manage the budget to support DEI and Community Engagement Initiatives, as well as sponsorship opportunities.

  • Establish a work plan to implement the DEI Strategic Plan and Community Engagement Framework, report on performance towards the department’s goals.

  • Community Engagement and Customer Service: Support Department’s work across the state to foster strong relationships. Regularly engage with diverse business and community partners including community-based organizations, minority-owned business, business associations representing underserved, rural and tribal communities to introduce and promote the agency’s mission, programs, and resources.

  • Lead and support the Department’s DEI Council in provide organizational and operational advice and direction to operationalize DEI in all programs, services and policies.

  • Manage the agency’s efforts to provide ongoing equity, diversity, and inclusion training to all agency staff, especially agency leadership with the purpose of developing the knowledge and skills necessary to promote an inclusive, respectful, and culturally competent organization and programs.  Monitor efforts to track results.

  • Provide Business Oregon staff who regularly work with community-based organizations and the public with culturally responsive engagement strategies to ensure partner and stakeholder voices are heard and considered in development of Business Oregon policies and practices.

  • Partner with Human Resources to ensure framework and action plan complement agency’s Affirmative Action Plan.

  • Provide training recommendations and support staff with equity lens and culturally specific and responsive practices in strengthening relationships with business and community partners.
