Job Description:

The Oregon Health Authority (OHA), Public Health Division (PHD), program in Portland, Oregon has a fantastic career opportunity for an Environmental Health Education and Equity Specialist (Public Health Educator 2) to support environmental health education and community outreach and engagement activities across all Environmental Public Health section (EPH) programs. The purpose of this position is to assess, develop, plan, organize and evaluate environmental health education and community outreach services.

This is a full-time, permanent, classified position which is represented by a union. Limited duration positions are benefit eligible. This recruitment may be used to establish a list of qualified candidates to fill current or future vacancies.

What will you do?
As the Public Health Educator 2, you will use data collection methods and analysis to determine the effectiveness of EPH’s health education and equity efforts, to report on those findings to EPH leadership, to make recommendations, and to implement improvements toward cultural responsiveness and inclusivity.

This position develops relationships with community partners, as well as other state and local agencies, and engages them to assess community strengths, needs and priorities in formulating appropriate health education communications and outreach plans and materials. It creates and disseminates new educational materials or revises existing materials to meet specific program needs and provides technical assistance to local health departments, Tribes and community-based organizations seeking to communicate about priority environmental public health matters.

This position works with EPH subject matter experts to translate technical environmental health information into language and formats that are culturally and linguistically appropriate and readily understandable to the public, the media, healthcare providers and other audiences.

Minimum Qualifications:

Bachelor’s degree in a health or education related field AND three years of progressively responsible professional experience related to the series concept (e.g., public health, community health, mental health, or social work experience).

OR

Master’s degree in a health or education related field and one year of public health, community health, mental health or social work experience.

Desired Attributes:

  • Experience developing culturally responsive and linguistically appropriate communications strategies and materials for communities most effected by health inequities.
  • Experience working with community-based organizations, local public health authorities, and/or tribal health clinics and demonstrated successful relationship management strategies to foster rewarding partnerships.
  • Knowledge of and experience with applying equity best practices as it relates to health education, community engagement and communication.
  • Direct experience in a field related to environmental public health actions.
  • Experience transforming highly detailed and technical information into accessible material, suitable for a non-technical audience.
  • Experience facilitating meetings and/or providing trainings about public health topics, especially those related to environmental public health.
  • Ability to design and/or develop publications and outreach materials using software is highly desired.
  • Familiarity with webpage design and maintenance, with respect to information content, is desired.

Working Conditions:

Most duties can be performed remotely; capability to work remotely is desired. Remote workers must establish and maintain an appropriate environment and schedule when working from home. To be eligible for telework, staff must have a home work-space that meets all applicable technology, security and safety requirements including the ability to provide protection of confidential information accessible in their home.

Staff who work remotely may be required to periodically or regularly report to a state office location as part of their job. In addition, staff may be required to attend in person meetings to build partnerships with strategic partners, attend public meetings, participate in conferences or other field activities.

In- and out-of-state travel, requiring overnight stay(s) at the meeting location, may be required. You must have a valid driver’s license and an acceptable driving record. If not, you must be able to provide an

alternate method of transportation.
