The section in Portland, Oregon is recruiting for a Latino/a/x Health Equity Strategist to lead health equity efforts at the center level within the Oregon Health Authority's Public Health Division. This role involves analyzing population health data to inform policy and program decisions, conducting community engagements, and implementing community-responsive strategies. The position ensures that specific approaches align with division and section-level health equity initiatives. Additionally, it develops goals and objectives for community-responsive strategies across all three centers: The Center for Prevention & Health Promotion, the Center for Health Protection, and the Center for Public Health Practice.

Working conditions: This position may be conducted remotely with full access to needed operating systems and technology but at times will have work that needs to be conducted on-site. The Portland State Office Building is located at 800 NE Oregon Street, Portland, OR 97232. Work location can be changed at any time at the discretion of the hiring manager.

What will you do?
As a Latino/a/x Health Equity Strategist, you will perform the following duties:

  • Coordinates strategic health equity initiatives on behalf of Oregon’s governmental public health system.

  • Provides consultative advice to the Public Health Executive Leadership Team, their managers, and public health programs on community-responsive strategies and systems.

  • Develops strategy in collaboration with engagement and outreach teams in OHA to respond to emerging priorities.

  • Collaborates with other PHD Equity Liaisons, Public Health Division managers and staff, among others on the development and implementation of health equity initiatives.

  • Provides center-level leadership to program managers and staff regarding health equity implementation practices.

  • Leads the development of work plans, progress reports and strategic communications related to health equity at the center and division levels.

  • Collaborates with the Equity and Inclusion Division to develop meaningful partnerships and design initiatives that identify health inequities and address health equity.

  • Plans operational improvement projects, and identifies potential risks and difficulties and strategies to mitigate/avoid them.

  • Responsible for tracking the impact of policy decisions on statewide Latinx community groups resulting from federal, state, and local decisions.

Special Requirements

Must proficiently speak, read, and write in both English and Spanish. This will be assessed during the interview process.

Minimum Requirements

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work.

OR;

Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.

Desired Attributes

  • Lived and/or more than 3 years of working experience building and stewarding positive relationships primarily in communities living with disabilities, along with communities of color, immigrant groups, Tribal governments, and other traditionally marginalized communities.

  • Experience in effective delivery of culturally responsive and inclusive services.

  • Experience in informal leadership and management skills and ability to display collaborative work style to successfully engage staff, managers, and stakeholders in health equity initiatives.

  • Experience developing and presenting policy and program recommendations to management for approval and implementation.

  • Experience converting vision, strategy, and long and medium range administrative direction to establish equitable agency policies, goals, and functional requirements.

  • Ability to thoughtfully develop and execute comprehensive work plans and deliverables.

  • Experience in and knowledge of principles and practices of large-scale project management.

  • Lived or professional experience with governmental public health systems and working knowledge of population health, workforce diversity and operational metrics.

  • Experience identifying and interpreting appropriate data sources to be used for policy decision making related to health equity.

  • Experience using data and best practices to develop comprehensive plans to improve health equity.
