Job Description Summary

The Senior Specialist - ITC will be responsible for setting strategy for obtaining and managing export and temporary import authorizations in the United States supporting the GE Aerospace Commercial Engines and Services (CES) portfolio, which includes commercial engines, rotorcraft and turboprop engines, commercial marine gas turbines, as well as services, sales, and customer support. This critical role will be responsible for obtaining and overseeing export authorizations, exemptions, and exceptions under the Export Administration Regulations (EAR) and the U.S. Office of Foreign Assets Control (OFAC). This position will be responsible for establishing key performance indicators and effective collaboration with ITC Leadership to drive compliant execution across all CES programs.

Job Description

Key Responsibilities
  • Drive the incorporation and implementation of ITC requirements into CES-specific policies and procedures.
  • Oversee and manage the CES export focal point program including effective communication flow-down, training, and regular engagement driving continuous improvement.
  • Set strategy for obtaining and overseeing implementation of all CES export authorizations.
  • Oversee and provide support to CES shipping activity.
  • Engage CES leadership to drive business execution.
  • In collaboration with ITC senior leadership, engage and communicate with government officials, as required.
  • Support strong culture of compliance in the effective management of U.S. authorizations.
  • Coordinate and collaborate with CES compliance leads on authorization management, technology and commodity export transactions.
  • Identify, analyze, and implement robust compliance systems and IT tools to enhance export operations.
  • Develop and deliver CES-specific trade compliance training.
  • Design and implement CES-specific sanctions and antiboycott compliance policies and procedures.
  • Oversee and manage CES key performance indicators.
  • Support deployment of policies, procedures, tools, and other infrastructure within ITC and within the business.
  • Implement and maintain appropriate recordkeeping policies and procedures and satisfy applicable reporting requirements.
  • Collaborate with ITC Leadership to drive continuous improvement.
  • Escalate questions regarding resourcing for implementation of ITC requirements within the division to the attention of the relevant Division Vice President as necessary, including funding of IT projects or security improvements necessary to ensure compliance.
  • Conduct and oversee CES-specific internal audits/ reviews.
  • Undertake special projects and support other compliance program continuous improvement initiatives.


Minimum Requirements
  • A minimum of 8- 10 years of professional experience, with at least 6 years of experience in International Trade Compliance
  • Experience with International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), and regulations administered by OFAC
  • Experience with EAR licenses and exceptions
  • Previous service as an Empowered Official

  • Knowledge of SNAP-R and OCR EASE
  • Understand the process of assessing jurisdiction and classification of information, hardware, or services
