Under the direct supervision of the PHR 7 Regional HIV/STD Manager, the Surveillance First Line Team Lead (FLT) serves as the team lead for up to two Disease Intervention Specialist (DIS) and two to four Surveillance Reporting Specialists (SRS). The FLT performs highly complex oversight, administrative and technical functions to ensure compliance with program objectives as defined by state and federal standards consistent with duties typically referred to as Front Line Supervisor roles. While possessing an interactive management style and fostering teamwork, the FLT serves as a mentor/coach for team members. Provides extensive training for new staff, assists new staff in developing productive work habits and establishing daily priorities. Develops accountability measures, conducts required routine audits, continuously monitors performance/productivity, provides effective guidance and identifies and implements training opportunities for staff. Provides complex HIV/STD consultation and technical support to local health departments, DSHS public health clinics, healthcare providers, the general public, correctional facilities and local, state and federal government agencies. FLT is constantly exposed to sexually explicit language and images. Must be comfortable communicating with staff in this vernacular and on these topics, and in supporting patients to feel comfortable discussing intimate details regarding sexual activity. Works under minimal supervision with considerable latitude for the use of initiative and independent judgment in performing the duties of the position. Compliance with DSHS Immunization Policy required: serologic evidence of immunity to, or documented evidence of vaccination against, measles, mumps, rubella, varicella (chickenpox), Tdap, annual vaccination against influenza, and hepatitis B. Essential Job Functions:
40% Oversight and training of team members: Provides extensive training for new staff and establishes daily work goals and collaborates with program manager to identify staff development opportunities. Provides daily direction, coaching/mentoring while using a participatory management style that fosters teamwork to achieve program goals. Evaluates and consistently documents employee performance. Conducts all surveillance activities in accordance with DSHS HIV/STD Performance Standards. Consistently conducts staff meetings and data reviews. Provides effective technical guidance to the team members to ensure surveillance and reporting duties are complete accurately and efficiently.
35%Quality assurance activities: To ensure individual and program progress toward HIV/STD program objectives and goals, continuously monitors team member performance and provides effective guidance and direction. Performs pouch, field, case management and interview audits to monitor individual DIS performance and performs data reviews to monitor individual SRS performance. Generates, reviews and analyzes reports from data management systems. Reviews Congenital Syphilis (CS) and AIDS Case Report forms for accurate and timely completion. Evaluates CS procedures and implements changes to improve reporting. Communicates regularly with the Regional HIV/STD Manager regarding team member performance and assists in the development of performance improvement plans to meet program objectives.
15% Surveillance and monitoring: Supports surveillance by routinely consulting with hospitals, laboratories, and health care providers to verify reported HIV/STD data and elicit new HIV/STD laboratory reports. Consults with medical providers, hospitals, laboratories, DSHS public health clinics and county health departments to ensure compliance with testing, treatment and reporting guidelines. Monitors disease and morbidity trends and reports significant and emerging trends to the Regional HIV/STD Manager. Collaborates with prevention contractors, local health departments and health care providers to conduct outreach screenings within the community to reach high-risk individuals. Always promotes and fosters positive community relations. Analyzes data and prepares reports to support program objectives.

Administrative duties: Performs administrative tasks according to policies, protocols and guidelines. Consults with the Regional HIV/STD Manager to identify areas for improvement. Attends and actively participates in the required program related meetings. Maintains proficiency with technical and computer skills. Promotes communication, cooperation and a team approach to problem solving. Collaborates with other FLTs to develop trainings, reports, policies, protocols and guidelines. Upon request, provides HIV/STD presentations and training. Performs special projects at the request of the Regional HIV/STD Manager.
5% Other duties as assigned: Perform other duties as assigned including but are not limited to actively participating &/or serving in supporting role to meet agency's obligations for disaster response &/or recovery or Continuity of Operations (COOP) activation. Such participation may require alternate shift pattern assignment &/or location. Knowledge Skills Abilities:
Knowledge of medical terminology related to HIV/STDs.
Knowledge of HIV/STDs including symptoms, diagnostic techniques, treatment guidelines, prevention methods, social implications, and epidemiology.
Knowledge of DSHS DIS Performance Standards
Knowledge of HHS/DSHS policies and procedures.
Knowledge of federal and state public health laws and regulations regarding HIV/STD testing, treatment, reporting and confidentiality.
