Duties

The selectee will serve as an Engineering Technician working on a wide range of substantive, complex work assignments aligned with professional engineering and architecture fields.

Major Duties include, but are not limited to:

Prepares general layouts, engineering designs, geologic drawings and cost estimates for projects such as dams, power-plants, pumping plants, transportation, building construction, recreational areas and irrigation distribution systems. Performs engineering computations and checks computations performed by division engineers by compiling and computing quantities from final drawings, lists and extracting engineering data from records, specifications, drawings, tabulations, etc. Utilizes Autodesk Data Platform (ADP) and Computer Aided Design and Drafting (CADD) systems to develop methods to accomplish engineering-oriented work such as engineering drawings. Works with and maintains contacts with higher graded technicians, computer specialists, engineers, geologists and other Regional and Area Office Staff to accomplishing duties. Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application.

MINIMUM QUALIFICATIONS:
To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying:

For the GS-09 Level: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-08 grade level in the Federal service (obtained either in the private or public sectors) performing at least three (3) of five (5) of the following: 1) preparing general layouts, for electric, civil and mechanical engineering design drawings; 2) preparing general layouts, for geology drawings; 3) using general topographic data to prepare survey drawings; 4) performing engineering computations and checking computations performed by division engineers by compiling and computing quantities from final drawings; and/or 5) utilizing Autodesk Data Platform (ADP) and Computer Aided Design and Drafting (CADD) systems to develop methods to accomplish engineering oriented work.
OR
Education: Successful completion of at least two full years (36 semester/54 quarter hours) of graduate level education or a master's degree in which the coursework is directly related to the work of the position (such as: Engineering, Construction Management, or Surveying). The education must have been obtained in an accredited college or university. You must include transcripts.
OR
Combination: Successful completion of a combination of graduate level education that is directly related to the position and experience as described above. To combine education and experience, first take (in excess of 18 semester/27 quarter hours). Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. The education must have been obtained in an accredited college or university. You must include transcripts.

For the GS-10 Level: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing at least four (4) of five (5) of the following: 1) utilizing Autodesk Data Platform (ADP) and Computer Aided Design and Drafting (CADD) systems to develop methods to accomplish engineering oriented work; 2) identifying and evaluating alternative engineering plans for accomplishing project purposes established by engineers; 3) listing and extracting engineering data from records, specifications, drawings, tabulations, etc.; 4) developing and maintaining various drawing and document databases; and/or 5) receiving direction from Reclamation engineers/geologists and higher graded technicians when significant deviation from standard practices are required.

For the GS-11 Level: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-10 grade level in the Federal service (obtained either in the private or public sectors) performing the following: 1) developing and using state-of-the-art methods with PCs, CADD, Geographic Information Systems (GIS) and other specialized engineering software to accomplish duties; 2) working with and maintaining contacts with higher graded technicians, computer specialists, engineers, geologists to accomplishing duties; 3) utilizing Autodesk Data Platform (ADP) and Computer Aided Design and Drafting (CADD) systems to develop methods to accomplish engineering oriented work; 4) preparing narrative statements explaining methodology of calculations and sources of data as needed; and 5) exercising judgment and making recommendations to engineer on most effective plans for accomplishing the project purpose.

You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

You must meet all requirements, including any selective placement factors if applicable, by 08/28/2024.

Education

There is no substitution of education for experience at the grade level of GS-10 and GS-11 of this announcement.

To qualify based on education, you must submit a legible copy of transcripts from an with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
