Director II – Regional Director (Long-term Care Regulation)

Provides direct oversight of all long-term care regulatory activities provided by HHS Regulatory Service Division throughout the region. Manages all services related to planning, executing, and coordinating a program for the licensing and regulation of nursing facilities, assisted living facilities, day activity and health services, ICFs/IID, home health agencies and hospice agencies. Also directs oversight of life safety code compliance measurement for all facility-based regulated providers. This position will plan, execute, and coordinate regulation and certification activities for the Home and Community-based Services (HCS) and Texas Home Living (TxHmL) waiver programs. This position oversees Provider Investigation (PI) units who conduct abuse, neglect, and exploitation investigations.

Essential Job Functions:
Plans, develops, participates in, and monitors the performance of all regulatory functions in the region.
Supervises unit/staff including planning work schedules, monitoring output, and ensuring compliance with policies and procedures.
Reviews/approves recommended facility actions to make final determinations affecting licensure and certification.
Reviews/approves quality assurance committee decisions including punitive actions, penalties, and remedies.
Performs reviews of licensing/certification recommendations as requested by providers and according to state/federal rules and policies.
Interprets policies, procedures, rules, regulations, or standards to others (for example, staff, applicants, clients, providers, vendors, the public, public officials).
Hires, manages, and develops staff through conferences, mentoring, training, and performance appraisal.
Communicates on a complex level with others (internally or externally) to provide, exchange, or verify information, answers inquiries, addresses issues, or resolve problems or complaints.
Manages staffing and expenditures for the regional office.
Develops and monitors performance standards for assigned area.
Ensures all state and federal performance standards are met.
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
Responsible for responding to and implementing directives, requests, and initiatives from State Office and State Director of Survey Operations.
Works collaboratively with other Regional Directors to meet program and performance objectives and ensure workload demands are met.
Responsible for ensuring timely and comprehensive response to workload and other related assignments.
Knowledge Skills Abilities:
Knowledge of state and federal regulatory standards and procedures, survey techniques and principles for programs regulated by HHS Regulatory Services Division.
Skill in operating personal computers and software.
Ability to work cooperatively as a member of the statewide Survey Operations Management Team to plan, organize, implement, and evaluate a complex and diverse regulatory services program throughout the state.
Ability to recruit and retain qualified staff at all levels to carry out the required regulatory functions in the regional offices.
Ability to establish and maintain effective working relationships with managers, team members, external stakeholders, and others.
Ability to analyze complex sets of data and information and make appropriate decisions regarding compliance of a provider with prescribed licensure and certification requirements.
Ability to communicate effectively both orally and in writing.
Ability to manage large volumes of activities on a daily basis.
Ability to complete multiple tasks with competing deadlines.
