Job Description:
Supports State Medical Operations Center (SMOC) and maintains all related IT equipment to include, but not limited to, laptops, Microsoft TEAMS license, audio and video systems and related equipment. Performs application administration support for the Texas Health Alert Network (TxHAN), SharePoint, WebEOC and manages the SMOC inventory as required for response & recovery efforts for both normal business hours, on-call coverage and disaster response. Coordinates with Regional/Local TxHAN administrators, HHSC IT and external vendors who support SMOC applications to formulate problem descriptions, feasibility and design analysis, planning, debugging, and implementation of optimal solutions. Acts as HHSC IT Liaison for Response & Recovery Unit, Tactical Communication Group. Work is performed under general direction with considerable latitude for exercise of independent judgment.

Employee actively participates in the State Medical Operations Center (SMOC) or State Operations Center (SOC) during a disaster response and/or recovery efforts and completes all training and exercise requirements.

The Center for Health Emergency Preparedness and Response (CHEPR) offers 1 to 4 days telework to its team members, in accordance with agency and division telework policy. This position’s ability to telework will be determined by CHEPR leadership, RLHO policy, and agency and division telework policies. The position will be required to come into the office, as directed, to fulfill essential job functions and for any public health response activations.

CHEPR supports DSHS’s mission of providing response support to the State Medical Operations Center and/or State Operations Center, requires staff to report onsite within two hours, and the ability to work 12-14 hours shift. Disaster response activations can require working in person, 7 days a week, for as long as 2-4 weeks.
Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
(25%) Supports and maintains communication equipment in the State Medical Operations Center and Mini-SMOC.
•Coordinates with HHSC IT to maintain proper scheduling of laptop upgrades (as needed) and video conference equipment (e.g., Polycom Systems) in the SMOC and Mini-SMOC.
•Recommends hardware/software application purchases to Team Lead and other department staff as needed.
•Primary liaison to HHSC IT. Lead on maintaining all SMOC laptops and SMOC equipment.,
•Primary for all SMOC equipment upgrades and surplus.
•Primary for participating in or conducting all required MSAT drills.
•Independently performs routine maintenance of communications equipment in the SMOC and Mini-SMOC.
•Primary on-site support for SMOC and Mini-SMOC during agency scheduled telework days.
•Provides scheduled On-Call support and periodic non-On-Call after-hours support for SMOC and Mini-SMOC services.
(25%) Liaison and coordinator with IT/external partners to test, maintain, and support the Texas Health Alert Network (TxHAN).
•Be the subject matter expert on the functionality, capabilities, limitations, and the security level of the TxHAN.
•Provides scheduled on-call support and periodic non-on-call after-hours support for TxHAN services.
•Work with vendor and HHSC IT to report issues in the TxHAN system.
•May independently install software applications as directed by TxHAN technical staff or HHSC IT in the SMOC and Mini-SMOC.
•Works with TxHAN technical staff to recommend software application enhancement.
•Performs daily TxHAN associated applications maintenance and security functions, e.g., resetting passwords, unlocking login IDs, etc.
•Work with local health departments (LHDs), DSHS staff and other TxHAN users to troubleshoot problems, address login issues, system issues and provide technical assistance.
•Perform all TxHAN call-down drills and provide reports as requested.
•Primary for sending out all required TxHAN alerts.
•Trains and provides operational assistance to lower-level specialists on Texas Health Alert Network (TxHAN).
•Works with HHSC IT to ensure regular backup, archival, restoration, and file recovery functions are maintained.
(20%) Leads training of communications equipment used by DSHS in disaster response.
•Supports and maintains communications equipment and acts as subject matter expert (SME) as needed. This equipment includes (but not limited to) radio communications (e.g., MSAT’s, Puxings and / MHz), satellite communications, cellular communications (voice and data), Laptops and any other electronic equipment. This includes all communications equipment in the SMOC and Mini-SMOC.
•Identifies and reports need for new communications equipment as new technologies become available in the marketplace and apply to disaster Response and Recovery, Tactical Communications needs.
•Leads the efforts from the DSHS Central office for the testing and exercise activities to test/exercise all communications equipment.
•Provides guidance to staff on system integration issues.
•Coordinates with Health Service Region’s Preparedness Managers to develop statewide communications systems.
(15%) Maintains an availability schedule and provide user consultation and/or support for usage of the SMOC (non-disaster usage).
•Communicates with programs and organizations requesting to use the SMOC.
•Maintains and supervise scheduling for SMOC availability.
•Trains individuals to act as backup to provide support to the SMOC and scheduling for the SMOC.
•Provides technical support for those using the SMOC and Mini-SMOC.
•Maintains cleanliness and organization of the SMOC.
(10%) Serves as an initial first responder for DSHS within the DSHS incident management structure in the event of a natural or man-made disaster.
•Serve as the Tactical Communications support staff in the SMOC during disaster response.
•Represent DSHS serving as a senior representative to the State Operations Center (SOC) during disaster response activations.
•May deploy to an affected jurisdiction in Texas to assist with emergency response.
•Participated in trainings and exercises in preparation for emergency response.
(5%) Maintains and stores information and files related to disasters.
•Performs or oversees backup, archival, restoration, and file recovery functions for all SMOC related files, Agency SharePoint data and conducts related quality assurance reviews.
•After a disaster collect, organize, and store emails from the SMOC email accounts.
•Collect, organize and store files related to disaster on the Activations drive(s) and SMOC Activations SharePoint.
(5%) Other duties as assigned.
•Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.
