Duties

As a Safety and Occupational Health Specialist your duties will include but are not limited to the following:

Implements Service-wide safety program priorities and resolves safety and occupational health hazards that have impact on the Service Safety Program. Assists Field Stations with their efforts to meet compliance with agency safety and occupational health regulations, standards, Executive orders, and Federal statutes. Conducts accident investigations to determine casual factors of serious injuries, and/or substantial property damage. Advises management of appropriate standards and safety practices necessary to avoid future occurrences. Responds to natural disasters and provides emergency support to affected areas. Coordinates with other safety organizations including the Occupational Safety and Health Administration (OSHA), DOI, Office of Inspectors General (OIG), and FWS during safety and health evaluations. Responds to other safety and health issues or requests for information from various other regulatory agencies Assists with the field station safety inspection and evaluation program that includes the identification and documentation of deficiencies and required or recommended action that is provided to management for correction. Partners with management, employees, and customers to serve and advance the mission of the Service and the JAO by ensuring consistent and reliable administrative and support services. Public Land Corps (PLC) Hiring Authority: Served as a qualified youth on an appropriate conservation project completing a minimum of 640 hours of satisfactory service that included at least 120 hours through the PLC and received a certificate of non-competitive eligibility. Completed most recent Corps service, for which a certificate of non-competitive eligibility was issued, within the last 2 years. Appointment must be effected within the 2 year period

Basic Requirement: Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR Specialized Experience (for positions above GS-5): Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include: - Managing safety or occupational health program elements. - Developing and recommending safety and occupational health policy to higher levels of management. - Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements. - Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards. - Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses. - Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards. - Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards. - Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards. - Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects. - Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse. Minimum Qualification [GS-11] One year of specialized experience, equivalent to the GS-09 level in the Federal service, that demonstrated the knowledge, skills, and abilities necessary to successfully perform the duties of the position to be filled. Specialized experience may include: identifying safety and occupational health hazards; providing assistance in the development of safety plans and procedures; reviewing blueprints, conducting inspections of sites and notifying responsible parties of deficiencies; assisting with accident investigations to determine casual factors; exhibiting organizational commitment and a high level of customer service in the performance of assignments; and working independently and as a team member to advance organizational goals. OR A Ph.D. or equivalent doctoral degree or successful completion of 3 full years of progressively higher level graduate education leading to such a degree or an LL.M., if related, in the field of safety or occupational health or a related field that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR A combination of education and experience as described in 1 and 2 above which together equals 100% of the requirement. Minimum Qualification [GS-12] One year of specialized experience, equivalent to at least the GS-11 level in the Federal service, that demonstrated the knowledge, skills, and abilities necessary to successfully perform the duties of the position to be filled. Specialized experience may include: assisting in the implementation of an Agency-wide safety program; resolving safety and occupational health hazards; drafting safety plans and procedures; assisting with safety training; reviewing OSHA regulations, blueprints, conducting safety inspections or evaluations, and notifying responsible parties of deficiencies; exhibiting organizational commitment and a high level of customer service in the performance of assignments; and working independently and as a team member to advance organizational goals. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
