Summary

This position is part of the Office of Facilities and Administrative Services. The incumbent plays a crucial role in the Safety, Health, and Environmental Branch in the Administrative Services Division within the Office of Facilities and Administrative Services (OFAS). Located at the Stewart Lee Udall, Department of the Interior Building, Washington, D.C., the incumbent is responsible for overseeing the overall Office of the Secretary (OS) nationwide safety and health program.

Duties

Serves as OS Nationwide Safety and Health Program Manager, with responsibility for advising and recommending on policies, plans, standards, and procedures for accident prevention and employee safety. Plans, organizes, leads, controls, and evaluates safety and occupational health programs within the assigned areas. Formulates and prepares OS/OFAS safety and health directives and initiates the development of supplements and Standing Operating Procedures on safety and occupational health. Advises senior leadership and management of safety and occupational health requirements, standards, and procedures. Inspects facilities, cites legal violations, makes recommendations, and ensures that hazardous conditions are minimized or eliminated. Plans, organizes, and conducts the OS nation-wide comprehensive inspection program. Evaluates the effectiveness of occupational safety and health requirements in the work environment.

Qualifications

Basic Qualifications: Applicants must meet the following basic qualification requirements for this position listed below.

Education: An undergraduate or graduate degree in safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

OR

Specialized experience: Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include: Managing safety or occupational health program elements. Developing and recommending safety and occupational health policy to higher levels of management. Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements. Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards. Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses. Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards. Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards. Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards. Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects. Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse. OR

Certificates

Certification as a Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or Certified Health Physicist (CHP), or similar certification that included successful completion of a written examination. Applicants may also qualify for higher grade levels based on their education and/or experience.

In addition to meeting the basic qualification requirements, applicants must also meet the specialized experience requirements below.

At the GS-11 level, you must meet one of the following qualifications:

A. One year of specialized experience equivalent to at least the GS-09 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes: Experience working with occupational health and safety regulations, standards, procedures, methods and techniques; Experience planning, organizing, directing, operating, and evaluating a safety and occupational health program involving a wide variety of hazards; Experience interpreting and applying safety and occupational health program guidelines, policies, and procedures; Experience implementing safety and occupational health instructional methods, techniques, and training program development; coordinating, conducting, or organizing training in the field or classroom related to safety and health management; Experience organizing, leading, or participating in accident investigations, after-action reviews, or facilitating learning analyses; Experience reviewing, preparing, and implementing project job hazard analyses; Experience using a computer for word processing and database management. OR

B. A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree;

OR

C. A Combination of education and experience as list above.

At the GS-12 level, you must meet the following qualification:

One year of specialized experience equivalent to at least the GS-11 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes: Experience planning, organizing, evaluating, managing, and sustaining a nationwide safety and occupational health Safety Management System (SMS) and its safety program elements involving a wide variety of hazards at a cabinet level agency or equivalent; Experience evaluating operational procedures, programs, making recommendations for changes, analyzing unsafe conditions and operations, and providing technical guidance and recommendations for abatement; Experience developing, managing, conducting, and advising on implementing safety and occupational health training programs across a broad range of offices, their missions and objectives, nationwide and within a cabinet level building or equivalent; Experience developing, administering, and managing safety and occupational health blanket purchase agreements (BPAs), Statement of Works (SOW), and Independent Government Cost Estimates (IGCEs); Experience implementing, executing, evaluating, and communicating safety and occupational health program objectives and goals, instructions and procedures, SOPs, best practices, timelines and milestones, strategic safety plans, progress and program status, across a broad range of offices, partners, and stakeholders. Experience applying a wide range of qualitative and quantitative methods to identify, assess, analyze, and improve safety and occupational health programs effectiveness, efficiency, and work performance.
