Public Works Assistant Superintendent

DEFINITION

The Assistant Superintendent of Public Works assists in the management of the Operations and Maintenance Division of the Public Works Department; reports to the Public Works Superintendent; and does related work as required. 

The list of duties are essential to this position and may include, but are not limited to, the following: Assist the Public Works Superintendent in planning, organize, and managing the operations of the Public Works Department Maintenance and Operations Division, including parks and medians landscaping, street maintenance, sanitary sewers and storm drains maintenance, traffic safety maintenance, street lighting maintenance, building maintenance, and fleet and equipment services; coordinate assigned activities with other divisions, departments, and outside agencies; provide highly responsible and technical staff assistance to the Public Works Superintendent and Public Works Director; assist in developing short and long-range goals, objective, policies, and priorities; respond to citizen and general public complaints and inquiries by investigation and discussion with property owners and residents; may prepare reports to City Council with approval of the Director of Public Works; conduct analyses and write reports and/or letters; assists in formulating, preparing, and recommend for approval, policies, procedures, studies and reports; schedules weekly meetings for all division crews; coordinate the work of several crews and assign workers appropriately to balance workload and address priorities as required; procure services and materials as required and following City processes; transmit and interpret orders/work orders and reports on progress; serve on various departmental committees; represent the City in the community and at meetings as required; requisition supplies, materials and tools; approve timecards for assigned staff before submission; prepare cost estimates; assist in budget preparation; prepare, administer and implement the departmental budget for the various divisions; prepare labor, equipment and material reports; support special departmental programs such as safety, training, and emergency planning; train and evaluate subordinates on proper work methods and safety practices; provide guidance and assistance to supervisors; select, supervise, train and evaluate staff; resolve operational and personnel concerns that cannot be resolved by lower level supervisors; make inspections during the progress of repair or maintenance on public works projects and programs to ensure compliance with plans and specifications; conduct review of activities for purposes of detecting problem areas and improving efficiency and productivity; schedule and manage all contract services and establish additional service as needed; review contract language for multiyear contracts and modify as needed; ability to respond 24/7 to after-hours calls and emergencies as necessary; oversee after hour standby duties and scheduling; and may be called on to serve as the Public Works Superintendent during the Superintendent’s absence.

Knowledge, Skills & Abilities: Knowledge of: operational characteristics, services, and activities of a public works maintenance program; principles and practices of program development and administration; materials, methods, practices and equipment used in street cleaning, street maintenance, sewer and storm drain system repair, maintenance and construction activities, park landscape maintenance, and traffic safety and street lighting; principles of administration, supervision, training, public works maintenance and preventative maintenance practices, safety practices, budgeting and project record keeping; hazards and safety precautions; methods of repairing and maintaining asphalt and concrete streets, sanitary sewers and sewer laterals, catch basins, and other appurtenant structures; trenches, graders, rollers, concrete mixers, compressors, and street maintenance equipment; practices in welding is desirable. 
Ability to: oversee and manage a comprehensive public works maintenance program; read simple engineering plans; work independently with little direction; prepare written reports; organize, train, supervise and evaluate employees; assist in preparation of contract documents and division budgets and operate within an approved budget; be courteous and professional when working with the general public and City personnel; establish and maintain effective relationships with City personnel and the public; set up and maintain record keeping systems; communicate clearly and concisely, orally and in writing; properly interpret and make decisions in accordance with applicable Federal, State, and local laws and codes, regulations and policies. Successfully demonstrate computer proficiency on applicable programs (i.e., word processing, spreadsheets, timesheets, work orders, equipment maintenance, etc.) within one year probationary period. 
Education and Experience: Any combination of training and experience which would provide the required knowledge and abilities is qualifying. A typical way to obtain this required knowledge would be: Educational achievement equivalent to graduation from high school, or a General Educational Development (GED); and an Associates Degree from an accredited community college or completion of two years of study towards a Bachelors Degree at an accredited college or university in business administration, public administration, engineering or a related field and four (4) years of progressively responsible and varied professional public works experience involving the construction, maintenance and operation of a variety of public works facilities, including a minimum of two (2) years of administrative or supervisory experience. In lieu of two years full time college, demonstrated participation in budgeting; personnel management; administrative functions; engineering; supervisory training or other related experiences may be evaluated by the City for substitution. 
Licenses/Certificates: Possession of a valid Class C California Driver’s License with a safe driving record is required and must be maintained as valid during the course of employment.

Physical: Primary functions require sufficient physical ability and mobility to work in a field environment; operate machinery; to walk, stand, and sit for prolonged periods of time; to frequently stoop, bend, kneel, crouch, crawl, climb, reach, twist, grasp, and make repetitive hand movement in the performance of daily duties; to climb unusual heights on ladders; to lift, carry, push, and/or pull at least 50 pounds of weight; to operate assigned equipment and vehicles; and to verbally communicate to exchange information. 
Vision: See in the normal visual range with or without correction. 
Hearing: Hear in the normal audio range with or without correction.
