This position is responsible for daily strategic planning and managing operational duties in support of the CRA, Street and Stormwater Maintenance Divisions.

This is an essential position that requires performance of emergency duties and action to prepare, repair, and recover the City before, during and after any adverse storm events (hurricane, tornado, ice storm, etc.) or other conditions (natural or manmade).
Directs the development, implementation and maintenance of goals, objectives, policies, and procedures; reviews and evaluates service delivery methods.

Identifies opportunities for improvement, makes recommendations, and implements changes to standard operating procedures to enhance services.

Manages, supervises, and directs the activities of assigned staff and functions; makes recommendations regarding hiring, discipline, termination, or advancement of employees.

Schedules employees, assigns work, and monitors progress; guides, trains, and develops employees in the accomplishment of their duties and professional growth; evaluates performance.

Reviews and allocates invoices for payment; ensures all contractual and operational invoices follow City policy and procedure.

Communicates vision as well as the ability to motivate and develop the employees in public Works operations.

Builds morale, develops, and mentors individuals. Creates high performing teams by establishing clear expectations and monitoring progress. Holds team accountable and recognizes accomplishments.

Assists with the preparation of bids and contract specifications.

Serves as a liaison between Public Works Director, engineers, Facilities Maintenance Manager, and division staff. Works closely with City Engineer.

Assists with the operational workflow of the department.

Implements solutions for problem areas with regard to personnel.

Develops and implements new ideas and suggestions to improve or enhance effectiveness for Public Works operations and staff. Writes internal policies and procedures, prepares additions or revisions on an as needed basis.

Assists the Public Works Director in the long-range plans for the Street and Stormwater Divisions.

Keeps abreast of current developments in the field by attending meetings, reading, and holding individual conferences with comparable officials in neighboring jurisdictions.

Coordinates and schedules continual roadway and Stormwater maintenance within the city rights-of-way, easements and areas located within the CRA.

Schedules routine maintenance of equipment within the Street, Stormwater and CRA funds.

Coordinates and schedules special projects as assigned for streets, CRA and Stormwater maintenance.

Oversight of the Public Works and Utilities Mechanics Division.

Makes purchases in accordance with the procurement manual. Orders CRA, Stormwater and street division related supplies and materials for operations and maintenance activities.

Prepares all payroll/change forms and Civil Service requisitions for department vacancies, promotions, or terminations; assists with workers compensation claims, disciplinary actions, and incident/accident reports. Assists other supervisory staff on selection of qualified candidates for hire.

Researches and prepares documentation for City insurance claims representatives. Responds to questions on behalf of the department when additional information or clarification is required.

Assists the Public Works Director with planning and administering of specific capital improvement projects and annual budget preparation.

Assists with planning, coordinating, and overseeing disaster recovery and other emergency related efforts.

Develops street and Stormwater division programs, goals, and schedules training for staff.

Monitors time sheets and makes corrections for department personnel on a bi-weekly basis.

Performs related duties.
MINIMUM QUALIFICATIONS
High school/GED.

Six (6) years of increasingly responsible experience within street and/or stormwater maintenance, preferably within public sector, including three years of supervisory or management experience.

Two (2) years of demonstrated experience in the operation of heavy equipment.

Possession of or the ability to obtain roadside herbicide applicators license within one (1) year.

Possession of Road Safety Training from FDOT or an equivalent safety training program.

Possession of a Class B CDL issued by the State of Florida with

driving record must be acceptable to the City insurance program

and the ability to obtain a Class A within one year of employment.
Possession of a Class A FDEP stormwater certificate with FW&PCOA preferred or ability to obtain FDEP recognized Stormwater certification as directed within one year of employment;

Equivalent combination of education, experience and training which provides the required knowledge, skills, and abilities may be considered.
KNOWLEDGE REQUIRED BY THE POSITION
Knowledge of the principles and practices of public administration, including strategic planning, short-range planning, organizational development, employee management, and budgeting.

Knowledge of the organization, purpose, current issues, projects, and employee responsibilities of the department.

Knowledge of the materials, methods, and techniques involved in asphalt and concrete repair and drainage system maintenance.

Knowledge of project management principles.

Knowledge of hazardous waste and materials disposal methods.

Knowledge of the principles and practices of employee supervision and training.

Knowledge of city purchasing, HR, and payroll policies and procedures.

Knowledge of city and departmental policies and procedures.

Knowledge of computers, Microsoft Office, and other job-related software programs.

Knowledge of work safety principles and practices.

Knowledge of ADA requirements.

Knowledge of Public Works maintenance equipment operation and principles.

Skill in the safe operation of various heavy equipment used in maintenance and repair functions.

Skill in developing, implementing, and evaluating policies and procedures.

Skill in planning, prioritizing, organizing, assigning, and coordinating the activities of assigned staff.

Skill in working with other city staff and groups to ensure that tasks are completed on schedule.

Skill in dealing constructively with conflict and developing consensus.

Skill in operating computers, relevant computer software, and standard office equipment.

SUPERVISORY CONTROLS
The Assistant Public Works Director assigns work in terms of department goals and objectives. The Field Operations Manager directly supervises assigned staff through conferences, reports, and observation of department activities.

GUIDELINES
Guidelines include the state sunshine laws, procurement guidelines, labor laws, safety policies, DEP regulations, DOT, NPDES, ADA, LDC, FDOT, MUTCD, building codes, and city and department policies and procedures. These guidelines are generally clear and specific but may require some interpretation in application.

COMPLEXITY/SCOPE OF WORK
The work consists of operational management duties.

The variety of tasks to be performed combined with frequent interruptions contributes to the complexity of the position.

The purpose of this position is to provide specialized strategic planning and operational support for the department. Successful performance contributes to the efficiency and effectiveness of those operations to include well-maintained streets and a regulatory compliant stormwater system.

PHYSICAL DEMANDS/ WORK ENVIRONMENT
The employee is regularly required to talk, hear, see, reach, stand, walk, and make repetitive motions.

The work is typically performed while sitting at a desk or table. The employee occasionally lifts light objects and distinguishes between shades of color, requires close visual acuity, and utilizes the sense of smell.

The work is typically performed in an office and outdoors, occasionally in extreme heat, cold or inclement weather. The employee occasionally is required to climb, balance, stoop, kneel, crouch, reach, push/pull objects, and grasp.

The employee is occasionally exposed to noise, vibrations, dust, dirt, grease, hazards, and machinery with moving parts. Work requires the use of protective devices such as masks, goggles, gloves, etc.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY
This position has direct supervision over supervisors, mechanics, and certain laborers.
