The County is seeking a motivated and collaborative professional to manage the Traffic Maintenance Section for the Transportation Division of Public Works, focusing on optimizing the maintenance and performance of the County’s traffic signals, signal devices, Intelligent Transportation System equipment, fiber optic communication network, and roadway lighting.

Duties also include budget preparation and administration; service and maintenance needs assessment; project prioritization and scheduling; managing and coordinating the day-to-day operations of the section; guiding and mentoring staff; working with upper-level management on critical issues and organizational policies; and making important procedural and operational recommendations to management to ensure maximum efficiency.

As part of the Pinellas County Public Works team you will report to the Transportation Division Director and help advance our vision to be Florida’s leading public works agency in operational sustainability, enhanced quality of life, and effective stewardship of our infrastructure and natural environment.

What Would You Do?

Management of the Traffic Maintenance Section including the Signal Shop, ITS & Fiber Maintenance, and the Communication Network services units. Manages the programs and activities of the Traffic Maintenance Section within the Transportation Division of Public Works; Provides administrative support to management in any phase of the management of the Traffic Maintenance Section; Assists with the development of general policies in consultation with the Division Director and other Section Managers, for maximum utilization of manpower and equipment services; Establishes goals and objectives for subordinate supervisors within the Traffic Maintenance Section; Trains, motivates, and empowers subordinates while holding all accountable to meet performance objectives; Develop and analyze business opportunities, efficiencies and service level improvements for maintenance units; Develop, manage and oversee expenditures for operating budgets; Assigns, supervises, coordinates, directs, reviews and assesses the work of supervisory, skilled and semi-skilled employees involved in the maintenance, construction, and inspection of traffic signals and signal devices, ITS equipment, and communications networks; Directs employees who are responsible for scheduling, supervising and directing traffic signalization projects or complex bench repair work and the inspection, maintenance and repair of traffic signal systems and components, including CCTV Cameras, Dynamic Message Signs, and Fiber Optic Cable; Reviews construction plans for in-house or contracted projects; Responds to the professional engineering community, contractors and outside agencies to resolve problems regarding maintenance, design reviews and construction inspection issues; receives and responds to inquiries and complaints from the public, takes appropriate action as required; Analyzes Traffic Management information systems, asset and work management systems, records, reports and correspondence, and recommends improvement to operational procedures. Maintains effective working relationships with the staff, other departments, partner organizations, and the public; Addresses civic organizations or other public or private groups on subjects relative to Section projects; Recruits and hires staff, evaluates performance, coaches and mentors, and manages disciplinary actions pursuant to County Human Resources rules; Coordinates and prepares annual invoicing for FDOT and municipalities that contract our traffic signal and street light maintenance services; Attends various meetings; Performs other related job duties as assigned.

What Do You Need To Have?

7 years of progressively responsible experience in the design, construction and maintenance of traffic signals and signal devices, ITS equipment, and communication networks, including management/budget responsibilities (or 7 years field experience in in a supervisory capacity handling large groups of maintenance personnel, management/budget responsibilities) that includes 1 year of supervision and management; or Associate’s Degree and 5 years of progressively responsible experience in the design, construction and maintenance of traffic signals and signal devices, ITS equipment, and communication networks, including management/budget responsibilities (or 6 years field experience in a supervisory capacity handling large groups of maintenance personnel, management/budget responsibilities) that includes 1 year of supervision and management; or Bachelor’s Degree in Civil Engineering or directly related to civil engineering and 3 years of progressively responsible experience in the design, construction and maintenance of traffic signals and signal devices, ITS equipment, and communication networks, including management/budget responsibilities (or 3 years field experience in a supervisory capacity handling large groups of maintenance personnel, management/budget responsibilities) that includes 1 year of supervision and management; or An equivalent combination of education, training, and/or experience. Possession and maintenance of a valid State of Florida Driver's License upon hire with eligibility based upon evaluation of a Motor Vehicle Record (MVR) driving report. Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.

Knowledge, Skills, and Abilities

Knowledge of modern developments, principles and practices of all phases of Traffic Signal and ITS maintenance, construction and inspection. Knowledge of the principles, practices, methods, materials, equipment and tools used in the maintenance and construction of traffic signal control intersections and installation of traffic signals, control equipment, fiber optic and wireless communication systems. Knowledge of methods, practices, techniques, materials, tools and equipment pertinent to installation, maintenance and repair of Traffic Signals and Signal Devices, Advanced Traffic Management Systems (ATMS) and Intelligent Transportation Systems (ITS). Knowledge of data communications methods and techniques relevant to ITS/ATMS hardware and software. Knowledge of the materials, methods, practices and equipment used in computerized servers and networks. Knowledge of the laws and Florida Statutes, Manual of Uniform Traffic Control Devices (MUTCD) and other technical standards pertaining to area of assignment. Knowledge of operating characteristics, capabilities and limitations of asset and work management systems. Skill in advanced leadership techniques and practices to evaluate and determine organizational goals and objectives, maximizing effectiveness of organizational work units through staff selection and assignments; Ability to communicate effectively, both written and orally, and to make effective presentations to a variety of groups; Ability to interact effectively, establishing good working relationships with staff, other County organizations, agencies, state officials, consultants, contractors, and the public; Ability to apply computer applications and software; Ability to plan, supervise, and coordinate technical and administrative programs; Ability to plan and direct the work of a large staff of professional and support employees and maintain effective working relationships with the staff, other departments, and the public; Ability to address civic organizations or other public or private groups on subjects relative to section projects.
