Summary

The incumbent serves as a Supervisory Auditor (Division Director) in the Office of Audits (AUD), Global Emergencies and Emerging Risks (GEER) Directorate, within the . Department of State (Department), Office of Inspector General (OIG). GEER is responsible for planning, conducting, and overseeing performance audits, evaluations, and other projects of high-risk Department and . Agency for Global Media (USAGM) programs located in crisis, post-conflict, and fragile states worldwide.

Duties

The incumbent serves as a GEER Audit Manager (Supervisory Auditor), under the general direction and supervision of an Audit Director. The incumbent is responsible for supervising a team of auditors in carrying out audits.

The incumbent’s duties and responsibilities may include, but are not limited to the following:

Planning, directing, and administering audit and evaluation projects in the GEER Directorate.  Complying with policies established by the Government Accountability Office (GAO), the Council of the Inspectors General on Integrity and Efficiency (CIGIE), and the OIG to plan, schedule, conduct, and report on comprehensive audits, evaluations, and special inquiries of Department, and USAGM. Providing information for the agency to use to improve program performance and operations; reduce costs; facilitate decision making by parties responsible for overseeing or initiating programs; and contributing to public accountability. Ensuring that the audit and evaluation standards, procedures, and guidelines established by GAO, CIGIE, and OIG for performance audits and evaluations are fully followed and implemented within the team. Reviewing and modifying audit and evaluation reports, as needed, to ensure that issues identified during the project are reported clearly and accurately and to ensure that reports comply with professional standards and OIG polices. Providing technical and administrative direction to subordinate employees performing the work and functions of the organization. Establishing priorities and deadlines for the work to be accomplished. Defining jobs, selecting employees, and assigning work to staff; defining technical work requirements and milestones; assessing employee accomplishments by accepting or rejecting work products; and presenting and defending the audit team’s work to senior management and other offices. Recommending employee promotions and recognition; approving leave; implementing performance modifications; and taking corrective actions, as appropriate. Providing advice, counsel, and instruction to employees on administrative and work matters and ensuring a continuing affirmative application of OIG policies concerning equal opportunity.
