General Description and Classification Standards
Directs and manages assigned staff and provides a safe and healthy environment for the City's citizens by planning, organizing and directing the overall administration of the county's code enforcement and building inspection programs. Duties include, but are not limited to: ensuring the enforcement of laws related to zoning, building, grading and erosion control; participating in the work of the code enforcement branch; and working with the City's Zoning Administrator to formulate and implement zoning

Direction received is general and focuses more on long-term and short-term operating objectives, managerial effectiveness, and operating results.
RESPONSIBILITIES
Essential Duties & Responsibilities These are typical responsibilities for this position and should not be construed as exclusive or all inclusive. May perform other duties as assigned.
- Administers the county building inspection and planning programs in order to ensure compliance with relevant construction and county codes.
- Interprets and enforces county building codes and ordinances; makes administrative decisions concerning enforcement as provided by state law.
- Plans, prioritizes, assigns, supervises, schedules and reviews the work department personnel.
- Initiates, oversees and reviews inspections to ensure compliance with the codes and regulations.
- Responds to public inquiries regarding permits and/or licenses, explaining municipal code requirements and procedures.
- Ascertains and gathers facts related to applicable ordinances, codes, laws, rules and regulations and determines and institutes proper action to be taken.
- Responds to and investigates complaints regarding violations of City ordinances; takes appropriate action to ensure compliance.
- Prepares reports and recommendations on code enforcement matters and gains voluntary compliance.
- Coordinates actions with other departments, programs, jurisdictions or regulatory agencies.
- Prepares case information and presents evidence at appeal hearings and other legal proceedings.
- Explains, interprets and makes presentation to community groups and businesses.

Knowledge of: modern principles of public administration, organization and management
Effective Skills in: utilizing and understanding computer applications and techniques as necessary in the completion of daily assignments; gathering and analyzing data for the purpose of preparing accurate and concise written and statistical reports; interpreting and implementing assigned regulations, policies and procedures as they are related to the program.
Ability to: supervise, organize and review the work of field personnel; select, train and evaluate staff; establish and maintain effective working relationships with the general public and other city departments, and to find appropriate solutions; communicate effectively verbally and in writing; communicate with people in very stressful or combative situations; be creative in getting compliance from violators; apply analytical skills and understand impact and consequences of decisions and actions; read and interpret.
QUALIFICATIONS
Minimum Qualifications
Education and Experience
Bachelor's degree in criminal justice, planning, public or business administration, political science, geography, economics or a closely related field and Five years' experience in the public sector with zoning, building enforcement and two years' experience equivalent to a City of Atlanta Code Enforcement Officer (or equivalent combination of experience and training). Equivalent professional experience may be considered for substitution for the required degree.
Minimum of three years of responsible administrative or supervisory experience in law enforcement, legal functions, the operations of a planning and zoning or building department, or similar governmental regulatory or enforcement agency is required.
Preferred Education & Experience
Bachelor's degree in planning, architectural design or drafting, building inspection, public administration, administration of justice, criminal, constitutionals or civil law or law enforcement, or a closely related field and eight to ten years of experience in code enforcement, planning and zoning, or government relations
Real estate, appraisal. inspection, construction, and repair background.
Licensures and Certifications
Position would be expected to have licensure or professional certifications appropriate to the position. Required: Valid Georgia driver's license.
