Responsible for planning, direction and evaluation of construction inspection activities of the Building, Mechanical, and Plumbing Inspectors engaged in the enforcement of relevant Codes and Ordinances in their assigned geographic district.

Work Location

This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.

Job Duties and Responsibilities

  • Supervise geographic district construction inspection activities by planning, directing and evaluating the work of the building, mechanical, and plumbing inspectors.
  • Assign work and monitor performance indicators of every inspector through ride-alongs, site visits, meetings and performance appraisals to ensure that all inspections are done in accordance with applicable codes.
  • Coordinate and administer citywide special programs within the district by designing reports and analyzing relevant data to meet established business and city goals.
  • Work with all stakeholders, including district neighborhood groups and their representatives, attending regularly scheduled meetings and sharing information to ensure code enforcement efforts are focused on customer service and the City‘s highest priorities.
  • Assist in the development of business case presentations, work rules, procedures, policy budget initiatives and performance measures. Gather information, and produce reports including charts, tables, maps, etc to support recommendations.
  • Review, research, evaluate, and calculate the number of service availability credits (sewer SAC) in conjunction with commercial wrecking applications.
  • Respond to emergency situations such as fires, explosions, structural collapses, etc. to assess the situation and coordinate corrective actions with other emergency response personnel.
  • Respond to constituent complaints by investigating, conducting site visits, making recommendations, and communicating the results with affected parties.
  • Provide employee training in the use of new technologies.
  • Assist in the review of new products, code equivalencies and provide routine interpretations of code and ordinance requirements consistent with the division‘s policies.
  • Represent the division in public meetings, public relations efforts, special assessment appeal hearings, etc., including communications with elected officials, stakeholders and the media by disseminating accurate information to educate the public and foster positive public relations and cooperation.
  • Participate in code development by submitting code change proposals to the building official, preparing supporting documents and testifying and voting at code hearings.

Required Qualifications

Minimum Education:

Bachelor‘s Degree in Construction Management, Engineering, Architecture, a related field or an equivalent (Various combinations of training and experience can qualify for this position )

Minimum Experience:

Five years experience in construction code enforcement or building design and/or construction that has included at least three years of progressively responsible supervisory experience

Licenses/Certifications:

Valid Driver‘s License

State of Minnesota Licensure as a Certified Building Official

International Code Council Certification for Inspector or Plans Examiner (Residential or Commercial, Building, Mechanical or Plumbing)

Equivalency

An equivalent combination of education and experience closely related to the duties of the position MAY be considered.

Selection Process:
The selection process will consist of one or more of the following steps: a rating of relevant education and experience (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.

The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Applicants who do not sign the informed consent form will not be further considered for the position.

Drug and Alcohol Testing:
All job applicants must pass a pre-employment drug and alcohol test once a conditional offer of employment has been made. Applicants will be required to sign a notification and consent form prior to undergoing drug and alcohol testing. Applicants who do not consent to undergo drug and alcohol testing will not be required to do so and the City will withdraw the conditional job offer, resulting in the job applicant no longer being considered for the position.

Eligible List Statement:
The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire two months after it has been established.

Interview Selection:
The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate‘s education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.
Knowledge, Skills and Abilities

  • International Code Council Certification highly desirable.
  • Advanced Degree or graduate level coursework in construction management, business administration or public administration is highly desirable.
  • Considerable knowledge of State Building Code and related statutes, building ordinances and the plumbing and mechanical codes and ordinances used in the City of Minneapolis.
  • Considerable knowledge of the principles and practices of regulatory administration and the principles of field operation management.
  • Knowledge and understanding of the Housing Maintenance Code, City Zoning and related ordinances.
  • Knowledge of computer systems used in the assigned area.
  • Ability to interpret and explain code requirements clearly and in non-technical language to non-technical people as well as in technical terms to other professionals.
  • Ability to provide and analyze technical information to assist in difficult decisions regarding acceptance of alternative construction techniques and materials and code equivalencies.
  • Excellent oral and written communication skills.
  • Ability to remain calm, focused and decisive in stressful environments and manage critical situations.
  • Ability to supervise and train new and existing employees.
