The Texas Department of Family and Protective Services (DFPS) is currently seeking a Budget Analyst for a full-time position within the Forecasting and Federal Funds Budget team within the CFO Department to perform advanced (senior-level) financial analysis work. The Budget Analyst oversees the financial planning, organizing, implementing, and evaluating of complex client services initiatives. This position makes a significant contribution to DFPS’s mission by assisting in the development of forecasting and financial management of the foster care delivery model in Texas.

The mission of the Texas Department of Family and Protective Services (DFPS) is to protect the unprotected — children, elderly, and people with disabilities — from abuse, neglect, and exploitation.
Essential Job Functions:
• Oversees the preparation, development, monitoring, and analysis of annual and monthly budgets for providers of foster care services and special initiatives.

• Works with financial, program, and contract staff to identify priorities.

• Monitors, reviews, and analyzes expenditure patterns and trends to determine potential for reallocation, realignment, or adjustments to accomplish programmatic goals.

• Review and approve payments to vendors.

• Coordinates the preparation of reports for management and internal and external stakeholders with expenditure data, client service rates, and trends.

• Serves as a resource to department staff and provides guidance/technical assistance.

• Informs management of budget deviations, problems, expenditure trends, and events likely to affect operations.

• Establishes work methods, priorities, and methodologies/techniques for performing financial evaluations.

• Develops policy, procedures, and instructions concerning budget functions.

• Analyzes the impact of existing and proposed state and federal legislation and appropriation request on critical projects.

• Works under minimal supervision with extensive latitude for the use of initiative and independent judgment.

• Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. Flexibility in work hours, including overtime and/or extended hours, may be required for this position.
Knowledge Skills Abilities:
Knowledge of management principles, practices, and procedures. Skill in analyzing financial data. Ability to identify critical issues and develop solutions. Ability to develop and evaluate fiscal policies and propose solutions. Good communication skills.
