The Manager, Transit Bridges and Structures position is responsible for administration, oversight and overall maintenance of the growing inventory of bridges (LRT, freight, pedestrian, road), retaining walls, tunnels, parking ramps and other structures in Metro Transit‘s system.
What you would do in this job
Position Responsibilities:
- Manages the overall maintenance program of all structural assets managed by Metro Transit.
- Manage Metro Transit Structures master contracts.
- Supervises a team of 3-5 staff and others in project implementation activities. Has overall responsibility for team‘s project execution.
- Manages Metro Transit‘s responsibilities for planning, design, construction, inspections and maintenance of capital transit bridge and structures projects, including working with other units of government, project consultants, and construction contractors.
- Serves as structures subject matter expert in planning and design of transitway projects.
- Plans, establishes and controls project funding through the finance and grants departments. Oversees interdepartmental discussions related to projects with Service Development, Bus and Rail Operations, Legal, Finance and others as may be required to meet project needs.
- Prepares and reviews/modifies contract scopes of work, reviews proposals and contract documents. Provides QA and QC oversight on contracts directly managed and managed by supervised staff.
- Assists in development of technical policies, procedures and standards for Metro Transit‘s project activities.
- Performs other duties directly related to this position as assigned.
What education and experience are required for this job (minimum qualifications)
Any of the following combinations of related work experience (in multi-discipline engineering or architectural project management) and completed education (in engineering or architecture or similarly related field):
- Bachelor‘s degree AND at least four (4) years of related experience AND must be registered as a Professional Engineer (PE) in the State of Minnesota or ability to obtain such registration within six months from the date of employment with at least three (3) years of supervisory, lead worker or project team leadership work experience.
Metro Transit Leadership Academy = 1 year
Project Management Development Program (12-month session) = 1 year
Project Management Development Program (6-month session) = 6 months
Four Learning Institute Certificates - You must obtain all four certificates listed below to receive credit for 6 months supervisory experience.
- Leading Self-Personal Effectiveness Certificate
- Leading Self-Communication Certificate
- Leading Self-Business Skills Certificate
- Leading Others-Preparing for Supervision Certificate
- Valid drivers‘ license and good driving record.
- Professional registration in Engineering or Architecture from the State of Minnesota or ability to obtain such registration within six months from the date of employment.
- Experience using Project Management Software such as e-Builder or Procore.
- Experience with transit and/or rail projects.
- Knowledge of engineering design/construction principles and practices associated with structural assets including bridges, tunnels, retaining walls, and parking structures.
- Knowledge of federal, state and local requirements related to structural inspections and maintenance of structures inventory.
- Knowledge and experience with structural asset inventory management systems.
- Experience working and collaborating in diverse, multicultural and inclusive environments.
- Functional knowledge of standard MS Office suite software; Excel, Word, PowerPoint, Outlook, and Teams.
- Ability to read, understand and interpret construction drawings and specifications.
- Ability to read, understand and interpret construction contracts.
- Ability to prepare construction cost estimates and to negotiate contract changes.
- Ability to express thoughts in a logical manner both orally and in writing.
- Ability to coordinate inspection resources as needed to support project schedule
- Skilled in preparing and analyzing construction schedules.
- Skilled at understanding process workflows and creating new processes to manage complex tasks.
- Skilled at communication and tailoring information to meet the need of a varied audience such as designers, stakeholders, direct reports, and management.

Work is regularly performed in a normal office setting. Work may require local travel to various locations (e.g., field inspections) where the position may be exposed to moving parts, fumes, airborne particles, outdoor weather conditions and vibration. Confined space entry at industry and various facilities is required.
Physical Requirements:
Regularly required to sit for long periods, stand/walk occasionally, around moderate noise, speak, hear normal conversation and telephone ring tones, operate a computer and other office equipment, reach with hands/arms frequently below chest height and occasionally overhead, must occasionally lift/carry/push/pull up to 10 pounds, must have adequate close vision for reading and computer work, as well as distance, color, and peripheral vision, depth perception and ability to adjust focus.

A driving record check and/or physical may be conducted if applicable to the job. If you have a criminal conviction, you do not automatically fail. The Metropolitan Council considers felony, gross misdemeanor, and misdemeanor convictions on a case-by-case basis, based on whether they are related to the job and whether the candidate has demonstrated adequate rehabilitation.
