Black, African American, African Immigrant and Refugee Community Liaison(BAAAIR) (Program Analyst 2)

This position is a full-time, permanent, classified position which is represented by a union.

Oregon Health Authority (OHA) does not offer VISA sponsorship. The section in Portland, Oregon is recruiting for a BAAAIR Community Liaison to serve as the main liaison for the Black, African American, African Immigrant and Refugee community organizations, faith-based groups, and leaders in Oregon. They identify community health priorities and resource needs, collaborate within the division to align public health initiatives, and promote health equity using community strengths. The community liaison also focuses on building relationships with communities and facilitates connections with available resources.

Working conditions: This work can be conducted remotely with full access to needed operating systems and technology but some on-site work is required and occasional travel across the state should be expected. The Portland State Office Building is located at 800 NE Oregon Street, Portland, OR 97232. Work location can be changed at any time at the discretion of the hiring manager.

What will you do?
As a BAAAIR Community Liaison, you will perform the following duties:

  • Contributes to the strategic planning led by the Community Centered Health Equity Strategist.

  • Communicates updates on the implementation of strategic planning overseen by the Community Centered Health Equity Strategist for the BAAAIR community programs.

  • Collaborate with community partners to facilitate the execution of workgroup program strategies aimed at addressing health disparities in Black, African American, African Immigrant and Refugee populations.

  • Work closely with the Community Centered Health Equity Strategist to recognize and address program issues within OHA, as well as with state and local government partners.

  • Assists in establishing and managing feedback mechanisms and systems to gather community input for use in recovery initiatives, organization-wide decision-making, and operational activities.

  • Develop partnerships with CBOs, faith-based organizations, and community leaders in to address health disparities in communities of color statewide.

  • Utilizes strategies to establish and cultivate strong partnerships.

  • Engages in community cross-sectoral collaborations and coalitions to address health equity issues impacting the BAAAIR communities.

  • Represents OHA as a cooperative partner.

Special Requirement

Must possess a current and valid driver’s license with an acceptable driving record. If not, must be able to provide an acceptable alternate method of transportation.

Minimum Requirements

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and two years experience coordinating or administering a program

OR

Any combination of experience or education equivalent to five years of experience that typically supports the knowledge and skill requirements listed for the classification.

  • Demonstrated lived and/or working experience building and stewarding positive relationships with diverse community groups, specifically the Black, African American, African Immigrant and Refugee communities, communities of color, immigrant groups, LGBTQAI2S+ communities, Tribal governments, the disability community, and other traditionally marginalized communities.

  • Experience using best practices to support the development of community partner relationships, identifying resources to share with community and ensuring needs of community partners are met.

  • Experience in informal leadership skills and ability to display collaborative work style to successfully engage staff, managers, and partners in health equity initiatives.

  • Experience in carefully and mindfully rebuild harmed relationships with community partners that may have had negative experiences with the agency.

  • Experience navigating difficult conversations with valued community patterners and the ability to resolve any issues with community patterns that may prevent work from moving forward.

  • Experience in convening community on a regular basis to share public health updates, share information around resources and/or collect community feedback.

  • Experience presenting policy and program recommendations to management for approval and implementation.

  • Lived or professional experience with governmental public health systems and working knowledge of population health, workforce diversity and operational metrics.

  • Experience using data and best practices to inform the development of comprehensive plans to improve health equity by the Community Strategist.

  • Demonstrate experience in disseminating communication to community that is culturally responsive and effective delivery of culturally responsive and inclusive services.

  • Experience creating, promoting, welcoming, and maintaining a culturally competent and diverse work environment.
