WHAT YOU WILL DO

The person in this position will review, support, and perform accounting transactions to ensure conformity with accepted accounting principles and with statute, policy, procedure and availability of funds.  Reviews and verifies the accuracy and classification of transactions posted to accounting journals, general ledger accounts, and other subsidiary records as it relates to disbursements, reconciliations, and recording of transactions and adjusting entries.

MINIMUM QUALIFICATIONS

Possession of a Certified Public Accountant or Certified Government Financial Manager certificate

A bachelor’s degree in accounting

-OR-

Successful completion of the State of Oregon Accounting Career Mobility Program or equivalent accounting certificate program from an accredited college or university.

-OR-

32 quarter (21 semester) credit hours in Accounting from an accredited institution AND two years of technical, para- professional accounting experience to include: a) classifying, analyzing, and reconciling financial data and records; b) designing, recommending, and installing modifications of accounting methods, procedures, forms, and records; c) preparing financial statements and reports; d) analyzing and interpreting laws, regulations, codes, and ordinances to ensure the legality of financial transactions; and e) analyzing, interpreting, and making recommendations related to accounting transactions, accounts and account relationships resulting in accounting entries.

  • Experience in interpreting and applying federal and state, rules and requirements, accounting policies and principles, and statewide and agency policies and procedures such as the DAS travel policy.

  • Extensive experience using query tools to perform research, analysis, prevent duplication of payments, and to locate errors in accounting records.

  • Ability to learn new procure-to-pay system and mainframe book of record while ensuring full comprehension of upstream and downstream impacts.

  • Ability to reconcile multiple sets of data, compare to relevant data sources and control totals, and ensure transactions are compliant with policies and federal and state requirements.

  • Understand internal controls and ensures payables workflows include points of oversight for audit compliance.

  • Excellent verbal and written communication skills with multiple stakeholders, demonstrating professionalism in all communication, and able to train staff and management throughout the agency on payables processes.

CONTROLLER OFFICE – ACCOUNTING
