JOB OVERVIEW –  The Business Analyst (BA) is responsible for analyzing the business needs of their clients and stakeholders to help identify business problems and propose solutions. The role of the BA is to apply analytical skills to business requests (which are often high-level or lacking in detail) and communicate these business wants/needs in clear and unambiguous manner.

Analyzes the current state processes to ensure that the context and implications of change are understood by the clients and the project team. Work with Software Vendor, Project Management team and user business community to gather requirements for new Compass Implementation Project. Defines measurable criteria for ideal, adequate and unacceptable system performance levels based on data gathered from stakeholders and current levels Researches and defines audience and mission of project/product and that are in accordance with state and Corrections’ procedures Evaluates and recommends technologies relevant to client projects based on knowledge of state and Corrections’ systems as well as new technology available. Conducts cost/benefit and risk analysis to support recommendations. Develops an understanding of how present and future business needs will impact the solution. Identifies the sources of requirements and understanding how roles help determine the relative validity of requirements. Prioritizes features and functions of the product or upgrade. Assesses requirements feasibility by analyzing requirement risks and constraints and modifying requirements to mitigate identified risks. Develops a Requirements Management Plan as needed and disseminates the Plan to all stakeholders. Assists in testing, development of test scripts, test cases and test data. Advocates the appropriate level of quality by the resolution of important defects; and working with the Project Manager to ensure the software development process has an appropriate level of testing. Works with key project stakeholders to formulate and communicate the business vision, to gather initial requirements and to scope the project.Focuses the project early by translating the initial high-level vision into something realistic. Meets directly with appropriate stakeholders to gather the necessary data to understand project concept, objectives and approach. Discovers what the stakeholders need and how they want it to function. Melds the differing messages of various project stakeholders into a single, consistent vision. Works with the stakeholders to prioritize and rationalize the requirements.Assists the project manager by managing client expectations through careful and proactive communications regarding requirements and changes. Works with project stakeholders to translate their requirements into something that developers can understand as well as to translate the resulting questions the developers have into something the stakeholders can understand.Provides a single point of contact for assigned projects by coordinating interaction and communication among appropriate personnel. Explains technical/architectural complexities to project stakeholders.Explains what the developers are doing and why they need to do it, including explanations of the basis of schedules and estimates. Evaluates stakeholders’ feedback to determine the source of any confusion or concern about the project; addresses any concerns with the project and communicates them to the developers.Communicates responses from the developers to the stakeholders clearly, effectively and in a timely manner. Provides quality customer service by managing relationships and communications so that customers are satisfied with current customer service and assuring that customer expectations are met in a timely fashion. Conducts stakeholder follow-up to ensure that needs have been met by the completed project. Educates stakeholders in proper use regarding requirements, technology and tools of the new project

QUALIFICATIONS 

Bachelor's degree in Business Administration or a related field. Three (3) years of experience as a business analyst or related work. Other combinations of experience and education may be substituted.
