Duties

This position is located within the Department of the Interior, Bureau of Safety Environmental Enforcement, Office of Congressional and International Affairs, in Washington, DC.

At the full performance level (GS-13) the major duties of this position include but are not limited to the following:

1. Responsible for tracking all proposed and ongoing international activities for the bureau.
2. Serves as an external representative of the bureau in dealing with other bureaus, federal agencies (especially Department of State and Department of Energy), and foreign government representatives on international issues.
3. Serves as a point of contact for other bureaus, federal agencies, foreign governments, and foreign representatives on the bureau's international portfolio.
4. Serves as a point of contact for bureau personnel staffing international issues and meetings.
5. Responsible for critical analysis of international energy and political issues of interest to the bureau or Department of the Interior, including responsibility for drafting international policy and briefing papers for senior leadership within the bureau and Department.

BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

You may be expected to travel for site visits, meetings, training, and conferences. A small amount of international travel might be required.

Salary Range Information:
GS-12: $ 99,200 (Step 1) - $ 128,956 (Step 10) per annum.
GS-13: $ 117,962 (Step 1) - $ 153,354 (Step 10) per annum.

Qualifications

Minimum Qualification Requirements:
To qualify for this position you must meet the (1) Individual Occupational Requirements AND (2) Specialized Experience for the series/grade to which you are applying.

(1) Individual Occupational Requirements:
In addition to the specialized experience requirements for this position, applicants must meet the Individual Occupational Requirements described below: Degree: major or equivalent, or a combination of courses totaling at least 24 semester hours in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods. - OR- Combination of education and experience: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, in one or more of the social sciences, or in the humanities, as shown in A above, plus appropriate experience or additional education. -OR- Experience: four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs.
Evaluation of Experience
Qualifying experience that provided an intimate knowledge of a foreign country or geographic area may have been gained through residence, study, teaching, business or commercial activities, military service, newspaper work, military or civil government activities, missionary or inter-national relief work, or other experience in foreign countries. It may also have been gained through teaching college-level courses in international relations or problems associated with a specific foreign geographic area.

To qualify for positions at grades GS-12 and above on the basis of experience, this experience must have included either (a) responsibility for the direction and coordination of research, analysis, or other professional work in one or more of the fields listed in A above, or (b) specialized professional work involving a high level of difficulty and responsibility in one or more of these fields.

(2) Specialized Experience:

GS-12
To qualify for the GS-12 , you must possess at least one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: Supporting a representative of the U.S. government or an organization in interactions with foreign governments in bilateral and/or multilateral settings. AND Assisting in the implementation of outreach or technical assistance programs on topics such as management of energy, mineral or environmental resources. Must Meet All
