Job Summary

This position in the Infant and Child Health Unit provides project management and planning support for projects and activities related to infant and child health. This position requires a combination of administrative planning, project management knowledge, communication, and basic analysis skills. This position will conduct a long-term coordinated program to educate pregnant and lactating people and individuals who may become pregnant on the adverse health effects of prenatal exposure to cannabis products and the adverse health impacts experienced by infants and children exposed to cannabis products through breast milk, secondhand smoke, or ingesting cannabinoid products. This role will lead outreach and education efforts in coordination across divisions and conduct community engagement and provide information on substance use disorders and treatment options for persons with substance use disorders. This position interfaces with a diverse set of stakeholders and provides technical assistance support to programs in community-based settings designed to prevent infant mortality and improve infant health.

Responsibilities Include:
  • Develop and conduct a long-term educational program designed for pregnant and birthing people on the health harms of cannabis use during pregnancy or exposure to infants through breast milk and provide resources and education on substance use and misuse and treatment options for people with a substance use disorder (SUD).
  • Provide technical assistance and consultation to community partners, including community-based social service agencies, local public health departments, tribal governments, health care providers, and other committees, divisions, and sections of MDH on cannabis use during pregnancy and health impacts on infants and young children.
  • Provide grant administration and support to grantees especially related to cannabis use, substance use and misuse, infant mortality, and infant morbidity.
This position is based out of the MDH St. Paul office location but is eligible for telework for applicants who reside in Minnesota, Wisconsin, Iowa, North Dakota, or South Dakota. Occasional travel to in-person meetings, trainings, and conferences is expected. Employees must live in Minnesota or a border state within 90 days of hire. Reimbursement for authorized business travel expenses is provided according to bargaining unit guidelines.

Qualifications

Minimum Qualifications

Three (3) years of experience in the planning, implementation and designing of perinatal and/or infant health education and programs related to substance misuse prevention. Experience must include:
  • Working with community partners that focus on prenatal substance use exposure prevention, including family and community-based organizations, schools, or local public health.
  • Health education programs experience.
  • Working with pregnant and postpartum people and families.
Minimum qualifications to be assessed during the interview process:
  • Ability to demonstrate sensitivity toward individuals and families who have experiences with substance misuse/substance use disorder.
  • Knowledge of community health promotion and education principles and behavioral/health services at the local level.
  • Knowledge of treatment and recovery related to primary, secondary, and tertiary prevention.
  • Knowledge of institutional and structural racism and bias and their impact on underserved and underrepresented communities.
  • Knowledge of health equity and key related concepts including health disparities and structural inequities such as structural racism.
A related associate degree may be substituted for six (6) months of experience. A related bachelor's degree may be substituted for one (1) year of experience. A related master's degree may be substituted for one and a half (1.5) years of experience. A related doctorate degree may be substituted for two (2) years of experience. Preferred Qualifications
  • Demonstrated planning experience in a state-wide, public health program and related experience in maternal child health programs.
  • Advanced degree in public health, community health, social work, psychology, addiction counseling, or related field.
  • Knowledge of effective project leadership, management, and interpersonal skills that apply to project coordination and group dynamics, including conflict management, negotiation, and team process facilitation.
  • Ability to provide leadership in the state to improve systems and practices to improve infant health with a focus on equity.
  • Technical knowledge of public health approaches to maternal and child health with an emphasis on infant health and perinatal health.
  • Knowledge of or experience in community engagement, coalition building, and program development and implementation.
  • Ability to translate technical information into plain language for a variety of audiences.
  • Ability to organize and lead diverse internal/external stakeholder teams.
  • Ability to prepare reports, grants, contracts, and project summaries in a timely manner.
  • Ability to demonstrate strong value for diversity by working closely with and responding to the concerns of communities of color, American Indians, refugees and immigrants, and LGBTQ+ communities.

  • Must successfully pass a background and reference check.
  • This employment does not require a valid driver's license, but it does demand occasional travel which the candidate will be responsible for meeting.
