How your work would contribute to our organization and the Twin Cities region:

The Civil Rights Specialist supports the Enterprise Equity Senior Manager and Assistant Director, Office of Equity and Equal Opportunity (OEEO) in implementing the Council's Affirmative Action/Equal Opportunity (AA/EO) and equity and diversity objectives and initiatives across all five divisions of the Council. The Civil Rights Specialist, under the leadership of the Equity Senior Manager, is charged with the responsibility of implementing, monitoring, and ensuring the Council's compliance with Title VI regulations in the day-to-day administration and annual reporting requirements of the agency's Title VI Program.


What you would do in this job
  • Develop, review and revise from time to time the Council's Civil Rights Plan to reflect changes in federal and state statutes and case law to ensure ongoing compliance with federal and state requirements and to complement the strategic vision of the Council.
  • Ensure that the Council and all subrecipients and contractors are compliant with their requirements under Civil Rights Title VI.
  • Establish collaborative work relationships across the Council and sub-recipients' staff responsible to support compliance with Civil Rights Title VI activities.
  • Receive complaints from the public alleging civil rights discrimination related to the Council's services and programs and follow appropriate investigatory protocol conduct with thorough investigations.
  • Develop content and materials (i.e., manuals, information packets and booklets, verbal presentations, slides, videotapes, and other appropriate tools) and provide regular and periodic training on federal civil right requirements and responsibilities to Council and sub-recipients' staff.
  • Develop language access policy guidance, implementation plan, and procedures to ensure that individuals with Limited English Proficiency have meaningful access to the Council's services.
  • Conduct annual reviews and update statistical information.
  • Prepare a yearly report of Title VI accomplishments for the past year and goals for the next year.

What education and experience are required for this job (minimum qualifications)

Any of the following combinations in completed education (degree field of study in public administration, public policy, law-related field, sociology, ethnic and multicultural studies, public engagement, or related field) and experience (in a civil rights enforcement field, public policy, or community engagement):

  • High school diploma/GED with seven or more years of experience
  • Associate degree with five or more years of experience
  • Bachelor's degree with three or more years of experience
  • Master's or higher degree with one or more years of experience
What additional skills and experience would be helpful in this job (desired qualifications):
  • Current or recent experience (within the last three years) with public policy or policy analysis.
  • Experience developing and managing a program.
  • Experience in activities that assist with building awareness.
  • Experience working and developing relationships with community members from diverse backgrounds, including race, ethnicity, economic status, and ability.
  • Current or recent experience working in community or non-profit organizations, and/or public-sector agencies building relationships with direct involvement in equity, diversity, inclusion, access, and racial justice.
  • Experience conducting surveys, fare and service equity analysis, service monitoring, demographic analysis, and other activities to determine perceived quality of transit service in minority communities.
  • Experience identifying and proposing ways to eliminate discrimination when found to exist.
What knowledge, skills and abilities you should have within the first six months on the job:
  • Knowledge of equity principles and practices, including goal setting, equity program development, implementation, and evaluation to provide technical assistance.
  • Knowledge of program development, measurement, evaluation, and management.
  • Skill in communicating effectively at all levels with management and employees in oral and written form.
  • Skilled at managing multiple tasks concurrently, handling critical deadlines, and maintaining a high degree of accuracy.
  • Skill in effectively conducting public forum meetings and community engagement.
  • Skill in developing and applying creative solutions to problem-solving and creating opportunities.
  • Ability to interactively engage with diverse cultural and ethnic backgrounds of community and staff.
