Duties
  • You will perform design analyses and calculations for specialized mechanical projects.
  • You will provide design support prior to construction award and provide the successful management of any post-award construction services for awarded construction projects assigned.
  • You will coordinate with other technical disciplines to insure that all technical areas are covered and that total building design objectives and schedules are met.
  • You will serve as part of the Source Selection Technical Evaluation Panels (TEP) supporting the acquisition process.
  • You will develop complex designs utilizing advanced mechanical engineering software.

    • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

      Qualifications

      For the GS-13:

      This position has a Selective Placement Factor that will be used to screen out ineligible candidates. The Selective Placement Factor is: You must currently be a licensed Professional Engineer (PE) in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. NOTE: You must submit a copy of your current license with your application package.

      Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Preparing design deliverables, including basis of design, engineering calculations, drawings, specifications, cost estimates, and/or requests for proposal for Design Build and Design Bid Build projects; 2) Using software applications (i.e., AutoCAD or Revit) to develop In-house construction documents; 3) Performing and/or leading quality control and quality assurance activities which include discipline review of in-house and/or Architect/Engineer developed design packages; 4) Determining what acquisition delivery vehicles (i.e., including Design Bid Build and Design Build) to utilize for each project; and 5) Performing post construction support to include critical system acceptance of projects assigned.       For the GS-12:
      Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.       Education

      Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

      Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

      Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.       Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)

      Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

      A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized.

      Occasional overtime is required but is not guaranteed on a regular basis.

      Physical Demands: Occasional physical activity is required including walking, climbing or bending in the performance of field work, for designs and during field inspections of existing and/or new facilities during design and construction.

      Work Environment: Work is performed primarily in an office setting. Travel to CONUS and OCONUS activities for assigned projects is required. There are occasional factory visits, and exposures to conditions in buildings and facilities that are under construction. Travel under demanding conditions in support of military operations is also occasionally required. Percentage of travel is 15%.

      This position is covered by the Department of Defense Priority Placement Program.
