Main Purpose of Job

The Agency Grants Specialist plays a critical role within the Grants Administration Unit of the GOCPP. This position requires 100% pre to post grant award support to sub-recipients which encompasses: receipt/review of grant applications factoring financial and programmatic deliverables, application processing in the Grants Management System (GMS), sub award monitoring of financial, performance, and progress reports for accuracy, sufficiency, and compliance with agency and federal guidelines (as applicable), sub award closeout and reporting, federal compliance, technical assistance to sub-recipients, and routine communication with internal and external stakeholders of the key deliverables.\r

Financial performance, and progress of the assigned award portfolio. This position will also be responsible for performing data entry duties and maintaining records in the Grants Management System (GMS) administered by the Office.�\r

POSITION DUTIES

Conduct routine assessment and\r
tracking of grant activities impacting financial and programmatic performance.\r
Review documents for accuracy,\r
completeness and compliance with submission guidelines.\r
Review written and oral\r
correspondence with sub-recipients, program/policy, and federal agencies (as\r
applicable) to maintain, organize, and report pertinent data.\r
Conduct pre to post award\r
monitoring (including regular site visits, desk audits and collecting/analyzing\r
financial activities, performance measures, and progress reports) to protect\r
state resources in adherence to agency policies guidelines.\r
Conduct and organize technical\r
assistance calls to address sub-recipient inquiries, training gaps, in\r
provision of excellent customer service.\r
Run queries and reports from\r
the Grants Management System (GMS) conducting analysis on a monthly basis.\r
Issues should be escalated to the Deputy Director and Chief of Grants,\r
Program/Policy contact, and Budget/Accounting Offices (as applicable).\r
Perform data\r
entry and validate data in the Performance Measurement Tool (PMT),�Federal Funding Availability and Transparency Act sub\r
award�Reporting System (FFATA), and the�Sub-Grant\r
Report (SAR).\r
Create and maintain charts and\r
tables for statistical and joint chairman reports in partnership with the\r
program units.\r
Assist with Notice of Funding\r
Availability (NOFA) releases, application review and award, peer review,\r
application processing,�sub award�closeout, grant adjustment\r
notification (GAN) review for sufficiency, and submission of federal paperwork\r
in JustGrants and GrantSolutions (ex. Award applications,\r
surveys/questionnaires, and extensions) as requested.\r
Provide monthly updates on\r
financial award balances, project performance and progress to upper management.\r

MINIMUM QUALIFICATIONS

Experience: Seven years of experience in grant evaluation and monitoring or\r
budget preparation, presentation and execution.\r
\r
Notes:\r
1. Candidates may substitute\r
the possession of a Bachelor's degree from an accredited college or university\r
and three years of experience in grant evaluation and monitoring or budget\r
preparation, presentation and execution for the required experience.\r
2. Candidates may substitute\r
graduate education from an accredited college or university in accounting,\r
business administration, economics, finance, political science or public\r
administration at a rate of 30 credit hours for five years of the required experience.\r
3. Candidates may substitute\r
U.S. Armed Forces military service�experience as a commissioned officer in\r
the Budget Officer classifications or Financial Management specialty codes in\r
the Budgeting field of work on a year-for-year basis for the required\r
experience.\r
