Summary

The Licensing Division Section of the Copyright Office administers the compulsory licenses in the Copyright Act (Title 17 of the United States Code). The incumbent serves as a Copyright Technician located in the Information Section Unit in the Licensing Division Section. The incumbent will perform routine technician duties using the division's manual and automated systems and resources.



Duties

Copyright is a form of legal protection provided by the laws of the United States (Title 17, U. S. Code) to authors of literary, dramatic, musical, artistic, and other works. The United States Copyright Office, located within the Library of Congress and under the direction of the Register of Copyrights, administers the Copyright Law, advises Congress and government agencies on legal and policy matters; provides international representation on copyright issues; administers the national copyright registration system; provides collections materials to the Library through voluntary registration and mandatory deposit programs; records documents relating to copyright chain of title; administers statutory license provisions of the law, including collecting and distributing royalties; maintains the world's largest database of copyright public records; and, provides information and reference services to the public.

The Licensing Division Section in the Copyright Office administers the statutory licenses in the Copyright Act (Title 17 of the U.S. Code). The Division collects royalty fees from: 1) cable operators for retransmitting television and radio broadcasts (Section 111), 2) satellite carriers for retransmitting network and non-network signals (Section 119), and importers or manufacturers for distributing digital audio recording products (Chapter 10).

The incumbent of this position will work a flextime work schedule.

This is a non-supervisory, bargaining unit position.

Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement.

Incumbent possesses an advanced level of expertise to answer telephone, email and in person inquiries relating to a wide variety of patrons with non-routine questions on activities and functions of the section and the division. Uses manual and automated databases to obtain and disseminate information from office files or records as appropriate. Refers more technical calls and inquiries to specialists and/or management. Responds to requests for forms and material via conventional mail, email, telephone and in person. Maintains licensing reference documents in the reading room and ensures that reference material is current. Participates in workflow and outreach activities; promotes the activities of the division in and outside of the Copyright Office.

Identifies processes, creates the basic public record, assigns identification numbers to statements and other documents, and registers assigned categories of claims. Refers all licenses that do not meet the criteria to the specialist or the supervisor.

Performs the following routine licensing duties: determines completeness and consistency of the licensing documents; creates records in the online division system; documents remarks on worksheet; determines if correspondence is needed and appropriate methods of correspondence; corresponds with cable system representatives by telephone, conventional or electronic mail or fax to resolve problems; refers unusual problems to specialist or supervisor as appropriate; makes updates to online records; reviews EFT payments; answers routine questions and resolves problems; verifies that EFTS and statements of account match; compares data records with copies and updates records as necessary.

Independently prepares letters, memoranda and other documents pertinent to the functions and daily operations of the section; collects information and prepares reports required for reporting necessary statistics as requested.

Independently reads and distributes mail; routes incoming mail to proper disposition; forwards incoming letters, applications and licensing documents to appropriate staff. Prepares cross reference materials and other file maintenance functions, prepares statements for microfilming by contractors and performs contractor quality output.

Properly documents statutory licensing documents. Processes remittances and cash submitted to ensure integrity and security of these documents, and royalty and service fees.

Performs other duties as assigned.
