Duties

The Division of Research on Learning in Formal and Informal Settings (DRL) manages a range of novel, innovative grant programs that constitute a comprehensive approach to supporting and improving science, technology, engineering, and mathematics (STEM) learning for all ages by promoting innovative research, development, and evaluation of learning and teaching across all STEM disciplines in formal and informal learning settings in the United States. DRL promotes the broadening and deepening of capacity and impact in the educational sciences by encouraging the participation of scientists, engineers, and educators from the range of disciplines represented at NSF. DRL's role in the larger context of Federal support for education research and evaluation is to be a catalyst for change-advancing theory, method, measurement, development, and application in STEM education. The Division seeks to advance both early, promising innovations as well as larger-scale adoptions of proven educational innovations. It challenges the field to create the ideas, resources, and human capacity to bring about the needed transformation of STEM education and learning for the 21st century; cultivating a world-class, broadly inclusive STEM workforce, expanding the scientific literacy of all individuals, and promoting research that advances the frontiers of knowledge.

This position is responsible for a wide spectrum of duties in support of the Division's mission including scientific and technical support for reports, analyses, and presentations regarding the research portfolio of the Division to aid in portfolio assessment and inform decisions made by Division management regarding technical directions of its research and related activities. These activities will involve day-to-day interactions with the staff throughout the Division, Directorate, other Directorates, and with other Federal Government research organizations and coordinating groups. The Science Analyst is expected to make judgments that demonstrate comprehension of science education and or science, technology, engineering, and mathematics (STEM) education more broadly, as well as to show professional initiative in leveraging knowledge to enhance collaboration, partnerships, and other activities. The Science Analyst will report to the Division Director or Deputy Division Director and will primarily provide support for activities and programs within the Division.

Major duties for the Science Analyst include, but are not limited to the following:
  • As required, conducts the necessary research to develop one-of-a-kind reports, studies, and analyses on scientific topics supported by the Division. An advanced technical understanding of one or more of science and education disciplines is often required to complete the work products.
  • As requested, assists in the creation of presentations, including talking points, speeches or presentation slides.
  • Utilize the Foundation's computer information systems and the Division's program monitoring systems in extracting and analyzing technical data to develop reports on areas such as grant size distributions, success rates, fields of science distributions, geographic area distributions, investigator characteristics, student characteristics, and special funding areas.
  • Perform literature analysis and summarize findings of prior impact (scientific and technical, economic, or societal) of the Division's portfolio. This responsibility includes liaisons with, and contributions to, budgetary and reporting groups, as well as other Federal R&D agencies. This includes sharing best practices on assessment and evaluation results and maintaining awareness of related NSF activities, notably COV processes, statistical reporting, and program activities in science, engineering and technology policy.
  • Support and provide outreach activities for the Division, particularly to those programs at the intersections to the Division's research portfolio.
  • Assists the Division Director and Deputy Division Director in the oversight of the Committee of Visitors processes, providing guidance to the Division and programs on results-oriented activities.
  • Attends and provides input to the division and directorate-wide meetings with staff in similar positions.
  • Evaluates the effectiveness of business processes and procedures to recommend improvements using data and software automation tools.
  • Draws on knowledge of program portfolios and results to assist in the merit review and award oversight processes, as appropriate, particularly for the Division's multidisciplinary activities.
  • Serves at the Division's interface to OAD/OLPA public relations and press-related activities concerning the Division's programs.

      Qualifications

      Candidates must have a Ph.D. in a STEM or STEM Education field; OR a Master's degree in a STEM or STEM Education field, plus after award of the degree, two or more years of successful research, research administration, policy analysis experience, and/or managerial experience pertinent to the position.
