SPECIFIC JOB DESCRIPTION:
ANSER is in search of experienced Technical Analysts to contribute to the Industrial Base Analysis and Sustainment (IBAS) program within the Office of the Assistant Secretary of Defense for Industrial Base Policy (IBP). The IBAS program is focused on ensuring that the Department of Defense is well-equipped to effectively tackle industrial base challenges and support the National Security Innovation Base.
The analyst will be integrated into a dynamic team responsible for researching and evaluating the strengths, weaknesses, threats, and opportunities within the global defense industrial sector. Key responsibilities include recommending pertinent prototyping initiatives, developing relevant acquisition documentation, assessing proposed initiatives, overseeing program execution, conducting outreach activities, and performing site visits and strategic communication operations as necessary. A solid understanding of all phases of the Department of Defense's planning, programming, budgeting, and execution (PPBE) process is essential for this role.
REQUIRED QUALIFICATIONS:
The following skills and experience are essential for this position:
- U.S. citizenship with the capability to obtain a SECRET security clearance
- Master's degree in a relevant field
- Over 10 years of pertinent experience
- Familiarity with the following technical domains: digital manufacturing, automation, Industry 4.0, metals manufacturing, operational equipment effectiveness, and in situ metrology.
- At least 6 years of relevant work experience in manufacturing, science, or technology analysis at a U.S. military Major Command Staff level or higher, or in a large industrial corporation (or equivalent experience)
- Proven knowledge of the DoD acquisition process and PPBE
- Understanding of federal acquisition management
- Intellectual adaptability, stability, and strong oral and written communication skills
- Ability to collaborate effectively in a team environment and mentor junior/mid-level engineers and technical analysts
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint)
DESIRED QUALIFICATIONS:
- Demonstrated understanding of systems engineering principles and methodologies
- Lean Six Sigma certification
- Project Management Professional (PMP) certification or equivalent
