Assignments include the following:
Reviews and analyzes FAA's compliance with applicable laws in the implementation of information systems.
Provides legal advice to proposed and existing agency policies concerning IT security, records management, privacy, data analytics, and information sharing for legal sufficiency and legal issues.
Provides review and analysis of unique issues related to information technology governance, data analytics, open governance, information security, and privacy protection.
Provides legal advice to FAA's social media issues as they intersect with privacy, records management, information technology, and information security.
Provides legal review of artificial Intelligence issues including the implementation of AI technology within the FAA's infrastructure. Provides legal advice on sensitive/controlled unclassified information (SUI/CUI). Represents the agency in FAA Voluntary Safety Reporting Programs and governance over the information collected under those programs.Provides legal advice and counsel to management on all information law matters, including, but not limited to the Freedom of Information Act, Privacy Act, Federal Records Act, Paperwork Reduction Act, and OPEN Act.
Prepares legal opinions and interpretations in response to agency inquiries relating to the FAA's Aircraft Registration and Recordation Program under Federal Aviation Regulations (FAR), Parts 47 and 49.
Coordinates with foreign aircraft registries, local, state, and federal law enforcement officials and U.S. Attorneys to address irregularities and fraud in the registration and deregistration of private and commercial aircraft. Participates as a member of the Aircraft Working Group (AWG).Coordinates and collaborates with LEAP (Law Enforcement Assistance Program), LEAU (Law Enforcement Assistance Unit), Special Emphasis Investigations (SEIT), and the DOT Office of Inspector General (OIG), as well as the U.S.
General Accountability Office (GAO) with respect to aircraft fraud and wrongful use of aviation platforms.Handles litigation arising under the division. Prepares pleadings for all phases of litigation, including appeals, as appropriate. When authority is delegated by the United States Attorney, acts as counsel for the government in cases in U.S. District Courts and U.S. Courts of Appeal.
Conducts thorough legal research of complex and significant issues by appropriately identifying and analyzing relevant legal and factual issues and arguments.
Assesses legal strengths and weaknesses of available arguments to provide accurate, complete, and practical legal advice and conclusions.Produces communications that are well-organized, clear, and persuasive. Provides advice tailored to the client and requirements of the agency. Maintains the appropriate balance between providing accurate, complete, and practical legal advice. Effectively presents advice to meet audience expectations and level of understanding.
Demonstrates interpersonal skills needed to develop and maintain strong client relationships. Actively participates with clients to identify and meet client goals and objectives. Seeks consensus with the client as to the timing and scope of work. Proactively identifies and appropriately pursues solutions to effectively represent the agency's interests in responding to high-priority issues.
Identifies and learns emerging issues, principles, and practices relevant to the legal practice area.
