Duties

The Technical Integration Group synthesizes the spectrum of Systems Engineering disciplines, engaging in enterprise-level solutions and outcomes and reports directly to the Director, Integrated Services and Analysis, AJM-1.

The Group Manager is responsible for enabling more timely and cost/beneficial program development and execution activities; more accurate acquisition, resource, and program planning; synchronized investment and implementation activities; proactively advances the technical capabilities, acquisition strategies, and evolution of programs, technologies, and workforce. He/she serves as a senior manager providing leadership, direction, innovation, and guidance to drive collaboration with stakeholders to institutionalize new frameworks and better manage numerous system engineering disciplines, e.g. Information Security, Human Factors, Requirements Management, Configuration Management, and Enterprise RIO. Ensures the group facilitates several enterprise-level analyses, e.g. automation evolution, terminal weather, and system sustainment/evolution. He/she leads the Planning, Analysis & Integration Group to conduct cross-program planning, multi-domain, and multi-discipline engineering analyses; develop strategies to capitalize on new technologies & acquisition best practices; and conduct cross-program RIO management. Leads PMO's increased focus on implementation risk and opportunities, e.g. cross-program deployment schedules, more robust requirements management practices, and system evolutions. Leads the development and implementation of the framework to manage risk, issues, and opportunities.

He/she leads a team of 2 Managers along with about 20 Federal Employees and several supporting Contractors and works across the ATO, PMO, FAA, and Government Agencies to resolve and or recommend solutions to Engineering issues and concerns for Specialty Engineering, Human Factors, Risk Management (Programmatic, Safety, and Security) and program portfolios for both National Airspace System (NAS) and Mission Support Systems/Services. Collaborates with other Group Managers (Integrated Resource Management and Program Health Management and Acquisition Support) for an integrated perspective of key products for the organization (e.g. Enterprise Architecture updates, Program Onboarding Assessment, Capital Investment Team (CIT) Preparation, Integrated Program Milestones, and supporting activities, etc., e.g.: Rolling Wave). Provides leadership for engineering and collaboration discussions, for example: Chief System Engineering Forum, PMO's TEAM Talks, and Requirement's Management Board. Works with Systems Engineering experts to develop a framework to manage risk, issues, and opportunities; understand alternative program/project solutions; determine which solution best meets technical requirements; and ensures that all system interfaces are considered and reflected in technical alternatives. Manages rigorous utilization of a Systems Engineering management program, tracing engineering and specification requirements back to user and mission requirements. He/she mentors subordinates and aspiring Program Managers and Senior Systems Engineers to apply systems thinking, principles and multiple disciplines across integrated systems and capabilities. Inspires collaboration with stakeholders (e.g., subject matter experts, operators, programs) to identify, examine, and validate system, system-of-systems, and enterprise risks and opportunities through technical analysis and feasibility studies. Supports executive decisions by making recommendations for innovative enterprise outcomes.

Qualifications

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-J, FG/GS-14 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

SPECIALIZED EXPERIENCE IS DEFINED AS:

Experience in operations, NAS architecture, practical experience on teams developing tools and applications for use in the NAS and success leading collaborative efforts to anticipate and identify emergent and unplanned enterprise-wide, system-of-systems and system-level issues and concerns.
