The Maryland Department of Juvenile Services\r
(DJS) is an executive agency whose primary task is to support young people\r
involved in the juvenile justice system. By law, the Department of Juvenile\r
Services is a child-serving agency responsible for assessing the individual\r
needs of referred youth and providing intake, detention, probation, commitment,\r
and after-care services.\r

Main Purpose of Job

The Deputy Secretary of\r
Residential Services is an executive strategic leadership position that is\r
youth focused within residential programs & facilities within Maryland.\r
This executive role entails ensuring the highest standards of care, safety, and\r
rehabilitative services for youth in custody, while fostering an environment\r
that supports positive behavioral changes and successful reintegration into\r
society.� Ultimately, the Deputy\r
Secretary will be responsible for residential services treating young people\r
the way any of us would want our own children treated if they were in the same\r
situation.\r

This position:��\r
\r
\r
Empowers\r
Residential Services staff to improve how young people and families experience\r
the juvenile justice system and improve youth and community safety outcomes;��\r
Leads\r
strategic reform initiatives focused on holding young people accountable while\r
creating pathways for success in a system that values equity, inclusion, and\r
safety;�\r
Initiates\r
and manages collaborative partnerships with justice system stakeholders, including\r
young people, families, community organizations, law enforcement, state and\r
local governments, child serving state and local agencies, judiciary, and legal\r
counsel;��\r
Manages\r
and coaches an executive team to implement and cultivate innovative strategies\r
aimed at connecting youth and families to developmentally-appropriate,\r
evidence-based, and culturally relevant services, supports and opportunities\r
and achieving positive outcomes for young people;��\r
Coordinates\r
with other Departmental units, such as those responsible for equity and\r
inclusion initiatives, community and support services, and research and\r
evaluation functions to develop a cohesive approach to supporting staff, young\r
people, families, and communities.\r

MINIMUM QUALIFICATIONS

Education: A Bachelor's Degree (or higher) from an accredited institution of\r
higher education.\r
\r
\r
Experience: Eight (8) years of experience working with Executive Leadership. Five\r
(5) years of direct experience working with youth under court supervision or in\r
youth justice, alternative community placements, or equivalent direct service\r
experience with youth.��\r

DESIRED OR PREFERRED QUALIFICATIONS

The preferred candidate for this position will possess the\r
following:\r

● Master's Degree in Social Work, Social Sciences, Law,\r
Behavioral Health, or Legal-related studies preferred;�\r
\r
\r
● Demonstrable evidence of developing a team and\r
organizational strategy and being accountable for its results;�\r
\r
\r
● Significant experience designing and implementing\r
diversity, equity, inclusion, and engagement initiatives;�\r
\r
\r
● Significant experience and knowledge of community\r
reinvestment strategies and implementing initiatives and programs grounded in\r
positive youth development.\r
\r
