Main Purpose of Job
The Natural Resources and Working Lands Analyst supports the Department's responsibilities in�natural and working lands planning and policy, including environmental planning, land preservation�and recreation planning, water resource regeneration and management, Chesapeake Bay restoration,�and climate change policy development and implementation. The position works with other staff from�MDP, other state agencies, local governments, federal agencies, various stakeholders and the public�toward addressing the Administration's priorities for the state of Maryland.\r
The Natural Resources and Working Lands Analyst provides technical and policy assistance to local�governments, sister agencies and others on land preservation and recreation planning, watershed�planning and Chesapeake Bay initiatives, and climate change mitigation and adaptation. In support�of the unit manager and division director, the Natural Resources and Working Lands Analyst provides�staff support and frequent interactions with sister agencies to ensure that departmental and other�stakeholder concerns are addressed in regional, state and federal environmental initiatives. As�needed, the Natural Resources and Working Lands Analyst will complete other planning projects, such�as those in support of the Maryland Sustainable Growth Subcabinet.\r
POSITION DUTIES
Activities include,\r
but are not limited to the following:��\r
Watershed Planning\r
and Chesapeake Bay Initiatives – provide staff support for MDP's participation\r
in Chesapeake Bay-related meetings at the federal, State, local, and interstate\r
levels; review and comment on water resource and preservation elements of local\r
comprehensive plans.�\r
Land Preservation\r
and Recreation Planning – implement the Certification of Local Agricultural\r
Preservation Programs (CLAPP) initiative in conjunction with the Maryland\r
Agricultural Land Preservation Foundation (MALPF); track preserved land data\r
for inclusion in MDP's Preserved Land Dashboard and maintain data set; review local\r
5-year Land Preservation, Parks and Recreation Plans (LPPRP).�\r
Climate Change\r
mitigation and adaptation – provide staff support for MDP's participation in\r
the Maryland Climate Change Commission and other climate change initiatives;\r
provide support for implementation of particular climate change-related\r
projects.�\r
Planning Best\r
Practices – Identify best environmental and preservation practices in local\r
planning efforts in order to inform the education and outreach work of the MDP\r
Planning Best Practices Division.�\r
A strong\r
environmental background is important along with knowledge of local, state, and other planning processes. Excellent analytical and research skills\r
required. Ability to learn quickly,\r
retain information, manage\r
multiple projects simultaneously, and be efficient\r
and productive.\r
MINIMUM QUALIFICATIONS
Education:�� A Bachelor's degree from an accredited college or university that includes 30 credit hours in Planning, Environmental Science, Environmental Studies, Architecture, Public Administration, Engineering, Geography, Landscape Architecture, Economics, Public Finance, Political Science, Sociology, Regional Science, Information Technology or Urban Affairs.\r
Experience:�Three years of experience in research and planning projects related to the development and use of land, water, transportation, community or natural resources by assisting in obtaining, analyzing and conducting research on demographic, socio-economic, political, cultural, geographic or land-use trends.\r

1.�Candidates may substitute the possession of a Master's degree from an accredited college or university in one of�the specified educational fields for one year of the required experience.*\r

Experience with projects that have required strong analytical and research skills, an ability to learn\r
quickly retain information, management of multiple projects simultaneously, efficiency and\r
productivity, and strong communications and project management skills.\r
