Trilogy is looking for a seasoned Program Analyst to support the VA Central Office Program Management team with various strategic efforts (e.g., policy, IT, legislative, etc.).

Please note, this position is contingent upon award (expected September 2024).

Primary Responsibilities:

  • Lead client-facing conversations and develop strategies focused on operationalizing requirements driven by federal laws and agency policies.
  • Continuously analyze key stakeholders (individuals and groups) to understand power, influence and expertise to inform successful stakeholder engagement strategies across their preferred mediums.
  • Build coalitions among key business stakeholder groups, IT systems and data subject matter experts, promoting collaboration across departments, translating technical jargon for business managers, and reducing silos. This will require excellent written and verbal communication skills, as well as adaptability and an ability to identify with each unique client, and/or department, where they stand in order to identify a sustainable roadmap of key objectives.
  • Engage customer leaders and stakeholders to identify barriers, risks to ideate requirements and solutions for systems modernization efforts.
  • Partner with VA executives and staff to track and report on tasks, milestones, and risks across various organizations where integration points occur.
  • Leverage and analyze dependable and up-to date data, to develop/refresh leadership briefs, PowerPoint presentations, progress updates (verbal and written), staff trainings, OIG/GAO responses, and contributions to congressional inquiries and testimony, sometimes with short turnaround time.
  • Offer and use innovative solutions and a collaborative communication approach to achieve business buy-in from various stakeholders.
  • Familiar with change management principles and Prosci ADKAR model.

Minimum Requirements:

  • Bachelor's degree.
  • 5+ years of prior experience working in a healthcare organization (e.g., hospital, health system, health insurance company, military health, etc.).
  • VA or Federal experience.
  • Proficient with Microsoft applications (Word, Excel, PowerPoint, Visio, Project, Teams, Planner, Lists & Power BI) and their features/functions.
  • Ability to create and maintain dashboards in Power BI.
  • Strong analytical and innovative problem-solving capabilities.
  • Effective communication skills, including meeting and large group facilitation, written, verbal, and interpersonal.
  • Experience with creating executive-level documentation and reports.
  • Understands IT System Development Life Cycle, Agile, or SAFe concepts.
  • Ability to interface well with end-users and senior client stakeholders.
  • Excellent organizational skills and strong attention to detail.
  • Ability to prioritize and manage multiple tasks concurrently.
  • Ability to work in a fast-paced and collaborative virtual environment.
  • Meticulous consulting approach, with client service focus.
  • Initiative-taker able to work independently and within a team.
  • Solid understanding of Prosci concepts.

Preferred Qualifications:

  • Master's degree.
  • Healthcare clinical experience.
  • Experience working with the VA's Corporate Data Warehouse (CDW).
