The Opportunity

As the Government Administrative Specialist, you will have the opportunity to:

  • Be responsible for maintaining the financial integrity of large, multi-year government contracts that require customized accounting, reporting and invoicing
  • Ensure Black and Veatch Special Projects Corp (BVSPC) is complying with specific contract requirements, Federal Acquisition Regulations (FAR), and Defense Contract Audit Agency (DCAA) rules
  • Provide direct contact with officials at various Government agencies including Department of Defense (DOD), Department of Justice (DOJ), Air Force Material Command (AFCEE), and Environmental Protection Agency (EPA)
The Team

The Black & Veatch Special Projects Corp. has its mission to provide a full range of services to our primary client base - U.S. Government agencies and departments. With the unique skill sets we have developed during the 100-plus years of service to our U.S. Government agencies client base, we are able to provide one-of-a-kind solutions to complex mission objectives that arise out of specific challenges faced by and unique to these agencies. Our primary areas of focus are: Architecture/Engineering (A/E) Services, Defense Program, Design/Build, Classified, and Environmental.

Key Responsibilities
  • Assists with preparation and reconciliation of data for contract close-out and incurred cost audits; supports floor check and other Business System related audits.
  • Supports cost proposals by determining labor rates, combined indirect rates and coordinating subcontractor cost data. Requires ability to determine appropriate labor categories and levels and pricing
  • Supports negotiation of cost proposals with clients including determining ways to "make-up" costs (such as indirect rates) that are lost during negotiations in order to maximize B&V earnings.
  • Supports preparation of reps and certs, client surveys and questionnaires in support of cost proposals and audits
  • Supports maintaining government contracting registrations in SAM (System for Award Management), IRS and D&B and establishing joint venture registrations and other reporting requirements.
  • Responds to Project Manager's questions about interpretations of contracts, FAR, Disclosure Statements and compliance issues.
  • Advises project accountants and managers on billings to clients and reconciliations between incurred and billed costs.
  • Coordinates and prepares contract cost reconciliations. Supports completion of all DCAA required direct project schedules for inclusion in the annual incurred cost submission.
  • Support Sr. Government Admin Specialist on all duties and serve as primary backup to that position.
Minimum Qualifications
  • Bachelor's Degree in Accounting, Finance or related field, or equivalent experience
  • Typically 7+ years related experience, preferably in Government Cost-Plus Contracting
  • All applicants must be able to complete pre-employment onboarding requirements (if selected) which may include any/all of the following: criminal/civil background check, drug screen, and motor vehicle records search, in compliance with any applicable laws and regulations.
Preferred Qualifications
  • 2+ years experience with Government Contracting and Auditing Preferred
  • Microsoft Excel
  • Knowledge of Financial Information Systems
  • Knowledge of Project Management System
  • Knowledge of Government Regulations, including Federal Acquisition Regs (FAR)
  • Knowledge of Financial Reporting System
  • Multi-tasking ability (Prioritize, organize, schedule work)
  • Problem solving skills (Identify, analyze, research, evaluate, resolve)
  • Human relations skills (Written, verbal, client service)
  • Supervisory skills
