Duties

The incumbent of this position serves as an expert authority on next generation wireless communications technologies and applications. The incumbent is required to have an in-depth knowledge of wireless telecommunications technologies, network infrastructure and RF engineering, in order to provide guidance, direction, and development of policy regarding coverage mapping, technology deployments, spectrum management, broadband and competition policy, and infrastructure development.

The incumbent is responsible for engineering solutions that deliver the best value, innovation, and accuracy available regarding mobile wireless broadband technologies, network design including link budgets, propagation and coverage analysis, technology enhancements, and mobile broadband mapping. GIS mapping analysis and program skills are also necessary to perform in-depth analysis of technical issues.

The incumbent provides expert technical engineering analyses and advice to managers and other staff in support of rule making activities and special projects including the implementation and compliance of the Broadband DATA Act.

The incumbent is responsible for drafting and reviewing decision documents, memoranda, and policy statements of a technical nature associated with terrestrial wireless services, including issues relating to wireless technologies, spectrum management, broadband
and competition policy, and wireless infrastructure development and deployment. This also includes in-depth review and analysis of broadband coverage data and on-the-ground test results of wireless coverage (e.g., drive-testing, speed test results from apps).

The incumbent serves as an expert consultant, requiring a broad knowledge of current terrestrial network technologies and services, including wireless broadband.

The incumbent confers with key government and private officials and engineering experts in the field of communications systems, representing the organization at technical symposia and conferences.
