Duties

You will:
  • Serve as Chief of Staff for the Office of Enforcement and Compliance Assurance.
  • Provide legal analysis and advice to the Assistant Administrator, Principal Deputy Assistant Administrator, and Deputy Assistant Administrator on correspondence, proposed referrals to the Department of Justice (DOJ), memoranda, proposed settlements and other legal actions requiring approval.
  • Advise on legislative matters, policy development, planning, and coordination, as they relate to programs within the AAship.
  • Maintain continuous awareness of major initiatives within OECA, to include policies and programs supported and advocated by the Agency.
  • Provides advice and recommendations for resolution and ensure that OECA policy and legal positions are approved by the AA, PDAA, DAA or appropriate OECA office director in a timely fashion.
  • Coordinate and serve as a liaison with Administrator's Office inter agency and external agency stakeholders.
  • Draft or oversee the drafting of correspondence, memoranda or other documents to communicate positions and decisions of the AA, PDAA, or DAA's.
  • Monitor and advise AA, PDAA, and DAA of requests from members of Congress addressed to OECA.
  • Review and assign responsibilities for Immediate Office review and processing of all incoming documents, including legal documents requiring AA approval and correspondence.
  • Exercise supervisory authority over communications staff.
  • Plan work to be accomplished by subordinates, set work priorities and prepare completion schedules.
  • Assign work to subordinates based on priorities, selective consideration of the difficulty and the requirements of the assignments, and the capabilities of the employees.

      This position is designated as High Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.

      If you are selected, you will be required to complete a Confidential Financial Disclosure form within 30 days of your first day of employment and annually thereafter.

      If you are selected, you may be required to complete a one-year trial period.

      Qualifications

      NOTE: You must meet qualification requirements, including any requirements described in the Education section, by the closing date of this announcement.

      In addition to the educational requirements, you must meet the minimum grade-specific qualifications as described below:

      To qualify for the GS-15 level, you must have at least one year of specialized experience equivalent to the GS-14 level defined as working independently to provide legal advice and policy recommendations on issues under major Federal statutes; and communicating with internal and external stakeholders on legal issues.

      Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

      Education

      You must:

      (1) possess a J.D. or LL.M. degree from an accredited or pre-accredited college or university or equivalent apprentice experience as allowed per state law; and

      (2) be duly licensed and authorized to practice as an attorney under the laws of any state, territory of the United States, or the District of Columbia; and

      (3) be an active member of the bar of any U.S. jurisdiction in good standing. (NOTE: Bar membership is not required at the time of application, but you must be admitted to the bar before entry on duty.)

      About the Office of Enforcement and Compliance Assurance: The Office of Enforcement and Compliance Assurance (OECA) has staff, including criminal investigators located in HQs and more than 40 field offices located across the nation.
