Since 1977, the Fairfax County Department of Transportation (FCDOT) has served the Fairfax County community by enhancing mobility, safety, and the quality of life of residents, businesses, and visitors through planning, coordinating, funding, implementing, and sustaining a multimodal transportation system.

FCDOT is seeking an innovative, motivated, and qualified Transportation Planner II to join the Active Transportation, Capital Projects, and Traffic Engineering Division (ACTD). This position works for projects in Fairfax County's On-Street Parking Program, which include the Residential Permit Parking Districts Program, Community Parking Districts Program, and the No Parking Program. This position may also perform work supporting other parking management projects, Residential Traffic Calming Programs, and associated street sign management.

Responsibilities include:Administers and implements the Residential Permit Parking District program (RPPD), Community Parking District Program (CPD), and No Parking program on public streets;Receives and evaluates requests for parking program implementation;Manages parking demand studies - processes, analyzes, and reports results, and provides recommendations to Board of Supervisors office staff;Uses Microsoft Office Suite software and ArcGIS Pro to create, issue, and evaluate qualifying public petition packages;Uses ArcGIS Pro to evaluate public streets for program eligibility, maintains program and signage map layers, produces project maps, maintains interactive web maps, and runs SQL queries;Evaluates and updates public content for program web pages, including program maps;Maintains all program databases to ensure data is accurate and up to date;Prepares official items for Board of Supervisors' consideration, schedules Public Hearings, and presents proposed districts at Board of Supervisors meetings;Prepares written materials as required to successfully complete projects or assignments;Represents the department and present information at workshops, community, state and regional events, and presents information to residents, community associations, other agencies, and District Board of Supervisors offices;Administers permit program software and oversee monthly permit renewal process;Provides training and on-going support to program staff, Fairfax County Police, and citizens on usage of permit issuance system;Manages inventory of program materials;Manages procurement contracts for signage and program materials;Supervises annual inventory of parking program signage, including overseeing staff project schedules and assignments;Reviews parking ordinances and makes recommendations for amendments;Generates program-related materials and correspondence to district Board of Supervisors' Offices and residents;Communicates verbally and in writing with residents and district Board of Supervisors' offices regarding parking issues;Performs other duties as assigned, including assisting with other traffic and parking management projects.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in civil engineering, urban, regional or transportation planning, or a closely related field; plus two years of professional experience in civil engineering, urban, regional or transportation planning, or a closely related field.

CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and a driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:Experience applying the principles and methods of traffic engineering and analysisExperience in preparing and reviewing parking studies or transportation analysisThree or more years of paraprofessional experience in traffic engineering or transportation planning program administrationTwo years of experience in using ArcGIS Pro software, database software, and/or design softwareStrong project management experience and ability to organize and coordinate multiple projects and assignments, and establish prioritiesProficient in Microsoft Office Suite softwareExperience in coordinating with local and state government entities, including elected officialsExcellent written and oral communication skills with strong presentation and negotiation skillsExperience responding verbally and in writing to complex technical inquiriesExperience in establishing and maintaining effective working relationships with fellow employees, public officials, and the general public
PHYSICAL REQUIREMENTS:
Work is generally sedentary. Ability to do some walking, standing, bending, and carrying of items under 25 pounds in weight. All duties performed with or without reasonable accommodations.
